Job Description: The Subject Matter Expert (SME) - Civil Infrastructure/Utilities is responsible for overseeing the quality and completion of civil infrastructure, ensuring that all work meets required standards and regulatory requirements during the handover phase. This role involves developing and implementing quality management procedures, conducting inspections, and coordinating with stakeholders to ensure that projects are delivered on time, within budget, and to the highest quality standards.
Key Responsibilities:

Quality Management:
Develop and implement comprehensive quality management plans for civil infrastructure. Establish and enforce quality standards, guidelines, and procedures to ensure compliance with design specifications and regulatory requirements. Conduct quality audits and inspections to identify and address any deficiencies or non-compliance issues.

Project Handover:
Oversee the project handover process, ensuring all civil infrastructure elements are completed to the highest standards. Prepare and manage all handover documentation, including as-built drawings, operation and maintenance manuals, and warranties. Coordinate with client, contractors, and internal teams to facilitate a seamless transition and ensure client satisfaction.

Technical Expertise:
Provide expert advice and support to project teams on quality management practices and project handover procedures. Review and validate civil infrastructure designs, specifications, and construction methods to ensure quality and compliance. Offer solutions and recommendations for complex quality and handover challenges.

Documentation and Reporting:
Maintain comprehensive quality management records, including inspection reports, test results, and corrective actions. Prepare detailed progress reports for stakeholders, highlighting quality metrics, issues, and resolutions. Ensure all documentation is accurate, complete, and accessible for future reference.

Risk Management:
Identify potential quality risks and develop mitigation strategies. Monitor and manage risks throughout the project lifecycle to minimize impact on project delivery.
Qualifications:
Education: Bachelors degree in Civil Engineering, Construction Management, or a related field. A Masters degree is preferred.
Experience: Minimum of 15 years of experience in civil infrastructure quality management, project handover, or related roles, with a focus on ensuring high standards of quality and compliance.
