Project Overview: Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary: Reporting to the Chief Mechanical Engineer, the Senior Utilities Process Systems Engineer is responsible to scope and then review the process design and control systems design for all major wet utility systems such as sea water, chilled water, process water, and industrial waste water. The work will require close coordination with the broader Engineering Department and with other departments and external stakeholders as well as assuming technical responsibility for interpreting, organizing, executing, and coordinating across multiple projects. The role will also involve close coordination between Engineering and Construction Departments to ensure early planning for pre-commissioning, commissioning and capacity ramp up is built into the design of facilities and Construction plans.
Major Responsibilities:
- Provide active input to the scoping, design and commissioning of projects with process elements. This may include
- Working with internal departments, planning teams, end user and other stakeholders to clearly define demand cases for various utilities and process inputs provided by the Royal Commission
- Supporting the development of the design basis for the process components – including identification of process design scenarios for commissioning, ramp up periods, operations phases and full operational design
- Proactively working with design consultants to define the full range of operating scenarios and the corresponding control system requirements
- Interdiscipline coordination with Civil, Mechanical, I&C and Telecom design teams to ensure appropriate design elements are incorporated to meet the process design basis
- Working collaboratively with Construction, Vendors, Acceptance Teams and End Users to plan for commissioning and to provide technical review of Contractor Method Statements for Commissioning
- Review Technical Submittals for equipment and controls configuration for process elements of design
- Facilitation and/or contribution to Hazard Assessments and HAZOP’s for process elements of projects.
- Manage complex technical discussions with third parties (customer, licensors, suppliers and regulators) in order to facilitate appropriate technical decisions
- Provide input to, and review of Operations and Maintenance Manuals for process elements of projects
- Provide timely response to sensitive technical queries from Consultants or Construction Contractors (RFI, FCD)
- Provide support to Operating & Maintenance Departments within the Royal Commission and / or 3rd Party Utility Companies to resolve technical process and control system issues related to critical infrastructure serving Jubail Industrial City
Education and Experience Requirements:
- University degree in Mechanical Engineering/ Process Engineering or related discipline
- Minimum of 10 years’ experience in process design within multi-discipline design teams.
- Extensive process engineering experience related to major utilities such as sea water, chilled water, process water, fire water, industrial waste water, steam, gas, district cooling systems, sanitary waste water, irrigation water, potable water, etc in PC/EPC and/or operating industry, with multiple years in a process engineering role.
- Demonstrated experience in process simulation and automation.
- Experience in developing and/or checking Process Design Basis, Process Flow Diagrams (PFDs), Utility Flow Diagrams (UFDs), Process & Instrumentation Diagrams (P&IDs) and Process Functional Descriptions for potable water
- irrigation system, waste water treatment plant, industrial waste water, lift stations, sea water and chilled water piping systems
- Experience in pre-commissioning, commissioning and the incorporation of planning for commissioning into design
Required Knowledge and Skills:
- Experience with the estimation, allocation and tracking of utility demands across a large and diverse industrial complex and/or a large commercial / community area.
- Sizing and calculations of gas distribution piping, gas network, and scraper launcher layouts and design.
- Practical knowledge of steam systems and condensate recovery (includes pressure regulation, pipe rack, steam piping and associated ancillaries, flow meter, condensate traps, etc.).
- Providing input for design reviews such a PFD/P&ID reviews, HAZOPs, 3D model reviews, Operability reviews.
- Ability to explain process design issues to clients and other discipline engineers.
- Knowledge of engineering software applications (such as Water Cad,Pipenet and Flowmaster) as related to the design of process infrastructure.
- Mechanical systems engineering background for water treatment systems.
- Deep knowledge of industry codes and standards.
- Experience with process configuration and optimization studies to increase system reliability or reduce utility consumption (steam, power, cooling water etc.)
- Development of offsites and utility design including consumptions and the overall utility summary.
- Experienced in review of mechanical process calculation, e.g. heat and mass calculation, heat exchanger calculation, mass balance calculation and hydraulic calculation applied to a variety of process/water streams.
- Familiarity with Quality Management Systems based on ISO:9001 standards as
- applied to engineering design.
- Experience working within an integrated engineering design team on complex industrial infrastructure projects.
- Experienced in District Cooling Process design.
