Project Overview: Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary: Review and guide the telecommunication & networking design and documentation of all projects for the Royal Commission (RC) that are part of the growth and expansion of Jubail Industrial City in the Eastern Province.
Major Responsibilities:
- Review of Consultant’s and contractor’s design and drawing packages for major projects for copper and fiber-optic networks and associated hardware.
- Preparing innovative designs for the continuing expansion of the fiber optic distribution systems.
- Working very closely with the Client’s IT and O&M department to ensure that the design comply with the corporate standards and end user requirements.
- Coordinate transmission and distribution of stakeholder’s specifications, standards and practices and comments into project design documents.
- Supply design consultants with information for all design issues including network studies and interfaces.
- Provide support to Construction Department and disposition of field changes.
- Review construction shop drawings and materials submittals.
- Review & prepare telecom design calculations.
- Use computer programs to perform analysis and design of telecommunication networks.
- Support Industrial Investment Department by reviewing designs submitted by the industries.
- Continuously update the status of telecommunication supply availability to the residential and industrial communities and provide solutions and alternatives to telecommunication supply routing and systems.
- Provide technical assistance and coordination with other discipline engineers.
- Work alongside the owner’s engineers, whilst providing a high level of technical expertise to oversee and review the project designs.
- Ensure quality and accuracy for all the engineering design activities, system integration, and design selection performed by A/E firms and EPC Contractors.
Education and Experience Requirements:
- University / College graduate with BEng / BSc in Electronic / Telecommunication Engineering.
- Minimum 10 years of relevant experience working on major multidisciplinary PMC / EPC projects, particularly in design of telecom systems & associated infrastructure.
- Design experience in Telecom Systems like OSP, FTTH, DWDM, MAN, LAN, SCS, Telephony -IP & Digital, Security Systems (Access Control & Video Surveillance)
- Must have thorough knowledge of codes and standards such as IBC (International Building Codes), CITC, SASO, IEC, IEEE, ITU, TIA, and NFPA.
- Must be able to demonstrate excellent communication and interpersonal skills.
- Provide support to the creation of a work environment that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.
- Ability to mentor young engineers.
Required Knowledge and Skills:
- Registered Chartered/ Professional Engineer.
- Knowledge of Saudi Building Code preferred
- Experienced in design of telecom systems for residential, commercial, educational and industrial facilities.
- Keen awareness of right-of-way, access, and egress requirements of telecom Awareness.
- Proficient in planning the expansion of telecom infrastructure for new communities
- Experienced in managing interdisciplinary interfaces and design coordination with telecom service provider and other stakeholders.
- Strong knowledge of TCP/IP networks, routing, switching, and cyber security.
- Working experience for integration of SCADA, Fire and Alarm (F&A), BMS and Lighting Control Systems into the telecom system.
- Experienced with professional design tools such as BIM, AutoCAD, Navisworks, and Bentley.
- Strong understanding of construction, testing & commissioning of telecom systems and experienced in providing disposition for field changes.
- Design experience within the following system areas:
- Data center / Control center
- LPWAN (Low Power Wide Area Networks)
- IPTV / HFC system
- CATV / SMATV system
- Intruder detection (IDS)/ Perimeter security system
- TCP/IP and MPLS networks
- Audio/Visual systems
- Intelligent Transportation system (ITS)
- UHF/VHF radio system for telemetry
- TETRA and Microwave radio system
- Self-motivated individual with good leadership skills, experience and the ability to influence without authority.
- Ability to work within an integrated team and capable to plan and deliver in challenging situations.
