Position Overview:The Senior Project Procurement Coordinator will be responsible for managing the procurement activities for a major downstream oil and gas project. This role will involve overseeing the procurement processes, ensuring the timely and cost-effective acquisition of materials, equipment, and services, and supporting the project team to meet project objectives. The ideal candidate will have a strong background in procurement and supply chain management, particularly within the oil and gas industry, with a focus on downstream operations.
Key Responsibilities:Procurement Management:
- Oversee and manage the procurement process for project materials, equipment, and services, ensuring compliance with project specifications and timelines.
- Lead procurement strategies and develop procurement plans in alignment with project objectives, budgets, and schedules.
- Prepare and issue procurement documentation including RFPs (Request for Proposals), RFQs (Request for Quotations), and tender packages.
- Evaluate supplier proposals, negotiate contracts, and manage supplier relationships to secure favorable terms and conditions.
- Ensure the procurement process complies with Worley policies, industry standards, and relevant regulatory requirements.
Supplier Management:
- Develop and manage relationships with key suppliers and vendors to ensure the timely delivery of goods and services.
- Coordinate with suppliers to ensure the availability of materials and services required for the project.
- Address any supplier-related issues or disputes, ensuring resolutions are timely and cost-effective.
Cost Control & Budget Management:
- Collaborate with the project management team to ensure procurement activities align with the project’s budget and cost estimates.
- Monitor procurement-related expenditures and take proactive steps to avoid cost overruns or delays.
- Conduct cost analysis and provide recommendations for cost-saving opportunities.
Contract Management:
- Review, negotiate, and administer contracts with vendors and service providers.
- Ensure that contractual terms are adhered to, including delivery schedules, quality requirements, and compliance with safety standards.
- Monitor contract performance and resolve any issues that may arise during the execution of the contract.
Risk Management:
- Identify procurement-related risks and take appropriate actions to mitigate them, including managing lead times, price fluctuations, and supplier performance.
- Implement strategies to minimize delays or disruptions in the supply chain.
Reporting & Documentation:
- Prepare regular reports on procurement status, supplier performance, and procurement costs for senior management and project stakeholders.
- Maintain accurate procurement records, including contracts, purchase orders, and correspondence with vendors.
Collaboration & Coordination:
- Work closely with the project management team, engineering, logistics, and quality control teams to ensure seamless coordination of procurement activities.
- Provide guidance and mentorship to junior procurement staff and assist in resolving complex procurement issues.
Compliance & Safety:
- Ensure procurement activities are conducted in compliance with health, safety, environmental, and quality standards specific to the oil and gas industry.
- Adhere to the company’s sustainability and ethical procurement guidelines.
Qualifications:- Education: Bachelor’s degree in Supply Chain Management, Business Administration, Engineering, or a related field. A professional certification (CIPS, CPM, etc.) is highly desirable.
- Experience:
- Experienced in procurement within the oil and gas industry, with a focus on downstream projects.
- Strong understanding of procurement processes, contract management, and supplier relations in the oil and gas sector.
- Proven experience in managing large-scale procurement for complex projects.
- Skills:
- Strong negotiation, communication, and interpersonal skills.
- Excellent analytical and problem-solving abilities.
- Proficient in procurement software and Microsoft Office Suite (Excel, Word, PowerPoint).
- Ability to manage multiple priorities and work under pressure to meet deadlines.
- Knowledge:
- In-depth understanding of the downstream oil and gas industry, including project phases, equipment, materials, and services required.
- Knowledge of contract law and procurement best practices in the oil and gas sector.
