Job Description
ROLE
Ensure a smooth transition from pre-contract to
post-contract including full liaison will all parties and ongoing assistance to
pre-contract divisions. Complete management and delivery of the projects during
the post contract period in accordance with the contractual requirements and
documentation including the management of site staff and associated teams.
Additionally, involvement in the overall management and operation of
Supervision Department and its development.
RESPONSIBILITIESTechnical and Contract Administration Tasks
- Act as the Engineer
under the Contract appointed by the Employer if so required under the
Consultancy Agreement;
- Draft, review and issue contractual correspondences,
ensuring all information is accurate and in accordance with the contractual
documentation;
- Chair and Minute Project Weekly/Fortnightly Technical
Meetings;
- Chair and Minute Project Weekly/Fortnightly Progress
Meetings attended by all parties including the Clients Representative if so
required under the Consultancy Agreement;
- Preparation and issue of all Engineers Instructions if so
required under the Consultancy Agreement;
- Preparation and issue of Payment and Completion Certificates
in accordance with the Contract requirements and project cost consultants;
- Work with Senior Project Engineers and Project Engineers to
review all material and document submittals, including the Contract Programme,
labour forecasts, cash flow charts, method statements, drawing submissions etc;
- Final sign off of all submittals as the signatory for the
Engineer;
- Manage the relationship between the Site and Head Office
Design teams, ensuring timely and technically accurate issue of required
drawings, additional information, technical response to project RFI's etc.
- Tracking and ensuring local Authority approvals required by
the Contractor/Consultants are signed off and cleared in line with the
Construction Programme;
- Preparation and issue of all project non-conformance reports
(NCR's) and close-out;
- Work with Senior Project Engineers to technically review any
Contractor variation claims and advise the validity to the cost consultant and
Client;
- Review any Contractor extension of time claims and advise
technical validity.
Client Management- Full Client liaison to ensure all issues are dealt with
promptly and effectively;
- Preparation and issue of Monthly Progress Reports, as
required;
- Programming and preparation of Architectural mock-ups for
approval by both the Consultants and Clients to ensure timely approval and
procurement of all materials.
Practice Related
Responsibilities- Overview on all Contractual and Key Project issues across
the practice including, major claims, project delays, client changes etc. and
assistance to the individual Project Team members to satisfactorily address the
key issues which the practice are facing;
- Assist in the development of Procedures and Process in
coordination with the Site Teams to improve efficiency and performance relating
to the overall Contract Administration and Supervision project activities;
- Management of Site Teams, including resource allocation and
tracking to ensure resources are utilised efficiently and staff are not
overloaded;
- Management of Red Pen Reviews and Workshops on upcoming
projects, (reviews typically take place at either Schematic or Detailed Design
Stage to ensure Constructability comments are fed back into the designs);
- Organizing monthly visits to various sites to understand
current works in progress and self-improvement.
- Yearly staff appraisals for Supervision Team and follow up
to ensure any staff issues raised are addressed;
- Organization of Continued Professional Development (CPD)
seminars, training etc. to ensure continued learning and development of all
Supervision staff.
