THE ROLE
Reporting to the Procurement Director, responsible for the evaluation process, writing the technical and commercial evaluation reports, and recommending the most appropriate contractor for each tendered project.

The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct, self-sustaining hub for Riyadh offering several iconic assets. KBR will provide Project Management Consultancy services in project planning, controls, design and engineering management, and implementation of the development and early works packages.
MAIN RESPONSIBILITIES
Manages the evaluation process for all tendered projects in the Programme. Part of the evaluation team made up of PMC Pre-contracts support staff, Project Controls staff preparing tender financial analysis and design consultant evaluation team. Manages the delivery of the evaluation reports within the agreed time. Produces the written report and associated cover letters and paper for representation to the client. Responsibilities for which includes production of evaluation documents to aid the approval process. Part of the evaluation teams to ensure that they meet the Project objectives by establishing contracts on time, in an ethical manner always, and truly in accordance with project procedures.
EXPERIENCE, SKILLS AND KNOWLEDGE
BSc construction management, engineering, Required professional memberships and charterships required (MCIPS required). Minimum overall relevant experience 15 years. Minimum relevant experience in the role projects 5 years. Minimum Regional Experience 5 years.
· Sound knowledge of commercial aspects of major civil & infrastructure projects including roads, bridges, and utilities with significant experience in procurement and contract management of such projects.
Experience in writing technical and commercial evaluation reports. Sound experience of delivering tender recommendations, challenging conclusions from internal and external departments and challenging procurement schedule to hit key dates. Experience in managing direct reports Experienced user of MS Office and understanding of project management software.
Membership of a recognised International Professional Body e.g., MRICS, CIPS, MICE or equivalent procurement bodies. Experience in international contracting mechanisms including FIDIC, NCE. Fluency in English language both written and spoken.
