Job Description

Responsibilities:

Lead the design and establishment of the PMO, defining its structure, roles, and responsibilities within the Infrastructure & Civil sector.
Develop, implement, and manage project management processes, tools, and governance frameworks to drive efficient project execution.
Conduct gap analysis using the P3M3 model to identify areas for improvement and ensure the PMO’s continuous development.
Tailor and implement project management methodologies (Agile, Waterfall, or hybrid) to meet the specific needs of civil infrastructure projects.
Create and standardize templates, guidelines, and best practices for project management across the organization.
Ensure project management tools and processes support effective planning, execution, and governance of infrastructure projects.
Design comprehensive project lifecycle processes, including initiation, planning, execution, monitoring, and closing for infrastructure projects.
Optimize workflows and processes for efficiency, ensuring alignment with industry best practices and standardized procedures.
Continuously evaluate and refine PMO processes based on lessons learned, feedback, and industry trends.
Collaborate with various business units to ensure the PMO effectively supports their project management needs, particularly in civil and infrastructure projects.
Ensure alignment of the PMO’s processes with key business functions, such as finance, operations, and procurement within the civil engineering context.
Adapt PMO processes and strategies to keep pace with evolving organizational priorities and industry developments in infrastructure.
Lead the design, setup, and operationalization of the Project Management Office (PMO) tailored to infrastructure and civil engineering projects.
Define clear roles and responsibilities within the PMO to ensure efficient project governance and support.
Develop and implement governance frameworks, ensuring consistency across all projects in line with industry best practices and regulatory requirements.
Establish performance metrics, KPIs, and reporting standards to monitor project health and success.
Engage with internal and external stakeholders, including project sponsors, contractors, and local authorities, to align project goals and ensure effective communication throughout the project lifecycle.
Act as a liaison between the PMO and senior management, ensuring that strategic project goals are met.
Implement robust risk and issue management processes, identifying potential project risks, developing mitigation strategies, and ensuring timely resolution of issues.
Ensure proactive risk assessments and implement contingency plans for civil and infrastructure projects.
Work closely with the finance team to ensure accurate budget forecasting and financial management across all projects.
Oversee cost control processes, ensuring projects stay within budget while maintaining high-quality standards.
Oversee the allocation and management of resources, including human capital and material resources, to ensure that projects are delivered on time and within scope.
Develop strategies for optimizing resource utilization across projects to ensure maximum efficiency.
Ensure all projects adhere to compliance standards, safety regulations, and quality benchmarks specific to civil infrastructure projects.
Design and implement audit and review processes to ensure consistent project quality and adherence to industry standards.
Drive change management initiatives, ensuring smooth transitions when implementing new processes, technologies, or project management tools.
Ensure PMO processes are adaptable to changing project requirements or business goals.
Develop and implement continuous improvement programs based on lessons learned, industry trends, and organizational feedback to enhance PMO efficiency.
Introduce innovations and leverage new technologies to improve project delivery, such as BIM (Building Information Modeling) or Lean methodologies.
Manage relationships with external contractors, vendors, and consultants, ensuring that they comply with project management standards and timelines.
Oversee procurement and vendor selection processes in collaboration with procurement teams.
Mentor and coach project managers and team members, fostering a culture of learning and professional development within the PMO.
Implement training programs to enhance project management skills across the organization.

Essential Requirements:

Bachelor's degree in engineering, construction management, business administration, or related field.
Minimum of 10 years of experience in project controls, project management, or related roles within the construction, engineering, or infrastructure industry.
Proficiency in project management tools and software, such as Primavera P6, Microsoft Project, or similar tools.
Strong analytical skills and the ability to interpret project data to support decision-making and drive project performance.
Excellent communication skills, with the ability to effectively engage with project teams, stakeholders, and senior management.
Knowledge of project management best practices, standards, and methodologies, such as PMBOK or PRINCE2.
Experience working in a PMO environment or supporting multiple projects concurrently is preferred.
Certification in project management (e.g., PMP, CAPM) or project control (e.g., CCP, PSP) is a plus.
Demonstrated ability to work in a fast-paced and dynamic project environment, managing competing priorities and deadlines effectively.
Strong attention to detail, problem-solving abilities, and a proactive approach to project control and management.
