ROLE OVERVIEW
The Economics, Data, and Statistics Sector is tasked with building a brand-new Statistics Office for NEOM in a greenfield environment to produce robust data and statistics about people, the economy, and various sectors of interest. Building such a Statistics Office in a fully digitalized context offers unique opportunities to gain real-time statistical insights and elevate the production of official statistics beyond what is possible in legacy environments. We are seeking a highly skilled and experienced Manager for Statistical Methodology to lead the development, validation, and maintenance of statistical methodologies that underpin NEOM’s statistical outputs. The selected candidate will ensure that all statistical methodologies meet international standards and deliver high-quality, reliable, and accurate statistics for internal and external stakeholders.
ROLE COMPETENCIES & ACTIVITIES
The Senior Manager - Statistical Methodology responsibilities will include, but not be limited to:
Statistical Methodologies
- Lead the design, development, and implementation of statistical methodologies for NEOM’s official statistics, ensuring they align with international best practices and standards.
- Collaborate with data producers across NEOM to ensure methodologies support the production of accurate, timely, and reliable statistics in key areas such as demographics, economics, and environment.
- Review and approve all methodological frameworks, ensuring they are scientifically sound and provide robust outputs.
- Conduct regular reviews and updates of statistical methodologies in response to evolving data requirements, technological advancements, and policy changes.
- Draw statistically representative samples and extrapolate results to a target population.
- Apply sophisticated statistical imputation methodologies to guarantee the completeness and consistency of statistical results.
Statistical Quality
- Ensure that statistical processes adhere to the highest standards of statistical quality, focusing on the accuracy, coherence, and reliability of outputs.
- Develop and implement a statistical quality assurance framework to monitor and enhance the quality of statistical outputs.
- Collaborate with the statistical teams and the Statistical Quality Unit to conduct periodic assessments, quality checks, and audits of data collection, processing, and dissemination methodologies.
- Address issues related to statistical quality by recommending and overseeing corrective actions and improvements in methodology.
- Lead efforts to integrate international quality standards, such as those from the United Nations, the OECD, the IMF and Eurostat, into NEOM’s statistical practices.
Collaboration and Innovation
- Engage with cross-functional teams and external stakeholders to ensure alignment of statistical methodologies with the overall goals of NEOM’s data and statistics initiatives.
- Explore and adopt innovative approaches to statistical production, including the use of big data, administrative data, and new technologies to improve the relevance and efficiency of statistical outputs.
- Participate in national and international working groups, conferences, and committees related to statistical methodology and quality.
- Minimum of 7 years of professional experience in statistical methodology, official statistics production, or related roles.
- Strong knowledge of statistical theory and methodologies used in producing official statistics, including sampling techniques, survey design, and estimation procedures.
- Demonstrated experience in managing statistical quality, including the development and implementation of quality assurance frameworks.
- Familiarity with international standards for statistics, such as those from the United Nations, IMF, or Eurostat.
- Experience working with data producers, both internal and external, to design and validate methodological frameworks that meet business and statistical needs.
- Excellent problem-solving skills, with the ability to analyze complex statistical issues and develop innovative solutions.
- Strong communication and leadership skills, with the ability to collaborate effectively across teams and present technical concepts to non-technical stakeholders.
