Role Purpose
The Senior Director Operational Support & Performance Management will be responsible for the short-term, long-term execution and strategic leadership delivery of strategic services of paramount utmost importance to enable NEOM Operations to meet its goals and objectives.
This role will be responsible to provide strategic leadership and effective management of NEOM Operations corporate business services functions which consist of business planning, commercial and estimation management support, financial management and organizational design and performance management. The role will work collaborative across all NEOM and NEOM Operations departments to deliver and render support in the aforementioned business services areas.
KEY ACCOUNTABILITIES & ACTIVITIES
Business Planning & Reporting
- Responsible for Compliance. Cost & Schedule Control and Change Management. Contracting Strategy and Procurement. Estimating Services & Procurement Management. Quality & Procedures Control.
- Development of new and/or modification of existing procedures and work processes as required.
- Maintain outstanding relationships with all operating groups, division leadership, project management, design management, and construction management.
- Development and maintenance of project baselines including cost, schedule, and progress.
- Development of totally integrated projects schedules/cost control programs.
- Coordination of the review of Project Profit/Risk Analysis with management and providing status reporting.
- Lead the Procurement expediating and vendor communication.
- Oversee the Contracting Strategy of the program scope and perform deep communication with the Contracting Department till the award of contracts through the contract Procurement process.
- Responsible for the program projects Quality system Procedures have Control measures with corrective action that mitigate low quality in engineering and construction.
- Provide timely Performance Assessments for all assigned Project Controls Personnel.
- Responsible for timely and accurate cost and schedule forecasts utilizing established clear and logical forecast methodologies and work processes.
- Responsible for supporting timely and accurate financial (WIP/margin) forecast for assigned operating group.
- Bench-Marking approach for future projects planning and aids in the development of NEOM Operations Annual Business Plans, Goals, and Objectives
- Supports the Implementation and monitoring of short-term and long-term plans, goals and objectives that are focused on achieving the organization’s mission and priorities.
- In coordination with the Department head of NEOM Operations ensures that Internal Controls, Policies and Operating Procedures in all departments are in place
- Monitor internal assessments of business risks and work with proponent organizations to close any gaps.
- Develop KPI’s or other mechanisms to monitor and report performance, set targets, and plans to close or narrow gaps.
- Work collaboratively with other NEOM stakeholders to execute applicable NEOM Operations plans or initiatives (example of key stakeholders are Finance, Procurement, and Human Resources)
- Provide NEOM Operations’ Executive Leadership team with periodic status updates and appropriate reports as required.
- Prepare and present reports to update upper management on quality activities.
Contracts Management Support
- Directs the development and execution of NEOM Operations contracts strategies and service delivery models/or future framework agreements for new services as required
- Developing partner/service provider structure, contract structure, and tendering strategies as required.
- Support and direct management of NEOM Operations requirements as needed for contracts actions (new contracts, amendments, invoices tracking and processing for payments, etc.) either in-house or in coordination with other NEOM organizations.
