Project Overview: TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike. Located in the northwest of Saudi Arabia in the region of Tabuk, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities.
With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of Consultancy personnel services to support the Employer in the delivery of this iconic destination.

Job Summary: In this role, you will lead implementation and monitoring of a project quality program and provide technical direction to peers. You will define and implement system tools and procedures, develop metrics and goals, facilitate causal analysis teams, and provide oversight of design validation and final inspection activities. You will ensure quality in high impact activities that are key to project success.
Major Responsibilities:
- Review Scope of Services documentation and develop Project procedures/ instructions.
- Develop/maintain Quality Management Plan (QMP) and support implementation
- Develop and implement the Project Quality Audit & Surveillance Schedule, the level and frequency of audits will be based on performance and / or risk-based analysis
- Coordinate, manage, and perform internal and external quality audits/surveillances as per audit/surveillance schedule and follow up on closure of findings
- Interface with contractors/ subcontractors for quality audits or quality concern
- Prequalify contractors and evaluate contractor’s quality system capabilities and controls
- Monitor and oversight consultants, contractors, and subcontractors QMS implementation
- Coordinate, review, and approve contractors/ subcontractors and Project responses to deficiencies identified as a result of Project quality audit and surveillance activities
- Review contractors’ submittals including quality manuals, procedures, Quality Plans, ITPs, and audit schedules
- Lead/facilitate Project Root Cause Analysis (RCA) utilizing an effective process for initiating, planning, and performing an analysis and reporting results of the analysis so appropriate corrective measures may be identified, documented, implemented, and verified to resolve condition(s) identified as adverse to quality and prevent recurrence.
- Verify implementation of Best Practices and Lessons Learned. Collection, evaluation, and disposition of new Best Practices and Lessons Learned.
- Perform NCR, RFI, FCDs, Punchlist trending.
- Participate with the Employer to conduct and carry out audits of consultant’s and contractor's Quality Assurance and Control program for compliance with the consultant’s / contractor’s Quality Plan
- Review and approve a finalized, fully documented, Project Quality Plan issued by all consultants and contractors in accordance with the Project Specifications and the ISO 9001 Quality Systems Standard
Education and Experience Requirements:
- 10+ years’ experience in overseeing the design, development, and implementation with leadership experience in an EPC, Infrastructure or related industry encompassing activities associated with engineering, procurement, and construction of critical products, projects, or services.
- Relevant Bachelor`s degree is preferred in Engineering, Science, Project/ Quality management, Business management or related field. (required)
Required Knowledge and Skills:
- Membership of an appropriate professional body would be advantageous.
- ISO 9001: 2015 Certified Lead Auditor (IRCA approved) (required).
- Applicable certification in Quality, e.g., Six Sigma (Green/ Black Belt), Lean skills, Certified Quality Manager (CQM) (advantage)
- Demonstrated experience with design controls, design verification and validation activities, process controls, construction or start-up activities, and risk management.
- Experience working in a team-oriented, collaborative environment. Must maintain outstanding interpersonal and communication skills to motivate a large employee community. Must have led diverse teams made up of multifunctional professionals to realize agreed upon goals and objectives. Excellent coaching, listening, presentation, and interpersonal skills.
- Good knowledge of Project Quality Management System and ISO 9001 certification at an enterprise level
- Strong analytic skills with practical knowledge of how to identify key performance quality metrics to set targets for maintaining a state of compliance while identifying areas for improvement.
- Proven data analysis, data verification, and problem-solving abilities. Experience with statistical reporting and analysis. Demonstrated ability to apply data driven decisions to execute sound business insight.
- Ability to interact effectively and professionally at all levels of the organization (e.g., executives, managers, subject matter experts, peers, and support staff)
- Ability to develop and lead process implementation and improvement in a team environment. Understanding of product quality improvement using tools such as Six Sigma, Lean methodologies etc.
- Proficiency in oral and written communication in English Language.
