ROLE OVERVIEW



Working within the NEOM TROJENA Proponent the NEOM Project Manager in the Program Management Office is responsible for overseeing the Program Management Office (PMO) to ensure programs and projects meet organization goals and requirements. The PMO Sr. Project Manager will be managing the day-to-day activities in the PMO, providing support on PMO policies and processes, administration, stakeholder and interface management, overseeing junior staff and collaborating with others to develop projects and program and will be reporting to the NEOM TROJENA Project Manager/s of the PMO.



REQUIREMENTS SUMMARY


  • Support the PMO organization structure and requirements in line with project objectives.
  • Supervise and lead a group of PMO Project Leads and support Sr. Management.
  • Ability to manage multiple enterprise level/high traffic projects, meet deadlines, interface with different sectors and stakeholders and work in a fast-paced technology driven environment.
  • Oversee the delegation of work to Project Leads.
  • Set annual performance targets for individuals and the team and conduct performance reviews if required.
  • Support and manage interaction with other departments.
  • Support tech solutions and tools and their use within the PMO
  • Oversee Project Lead’s for the delivery of projects/programs on time, within scope and on budget.
  • Manage the risk, issue and change resolution process, and work with other leaders to take corrective action as needed.
  • Monitor compliance with policies and standards.
  • Provide executive leaders with the information needed to assess which proposals have the highest potential value, impact, and strategic alignment.
  • Continuously evaluating projects to ensure they are meeting company standards, adhering to budgets, and meeting deadlines.
  • Accurately documenting the project's creation, development, and execution as well as documenting the project's scope, budget, and justification.
  • Report to the NEOM TROJENA PMO Sr. Project Managers.
  • Oversees and supports drafted of improvements to the implementation of NEOM process and procedures.

ROLE COMPETENCIES & ACTIVITIES


The Project Manager responsibilities will include, but not be limited to:


Stakeholder Management


  • Analyze stakeholders’ needs, interests, and influence to prioritize engagement strategies.
  • Develop and implement stakeholder engagement plans tailored to different stakeholder groups.
  • Build and maintain strong relationships with stakeholders through regular communication and meetings.
  • Act as the primary point of contact for stakeholders, addressing their concerns and providing updates on relevant activities.
  • Manage the dissemination of information, ensuring timely and accurate communication.
  • Work closely with internal teams, including communications, project management, and legal, to ensure stakeholder interests are aligned with organizational objectives.
  • Identify and address potential conflicts or issues with stakeholders proactively.
  • Mediate disputes or misunderstandings, ensuring that resolutions are in the best interest of both the stakeholders and the organization.

Change Management


  • Stay informed about best practices in project management and apply them to enhance engagement strategies.
  • Seek feedback from stakeholders to continuously improve the quality of engagement and communication.
  • Promote transparency and accountability in all interactions with stakeholders.
  • Identify potential risks associated with the change and develop strategies to mitigate them
  • Develop a strategy that outlines the approach, resources and timelines for implementing the change.

Project Management


  • Provide regular reports to senior management on stakeholder engagement status, risks, and opportunities.
  • Use feedback and data to refine and improve stakeholder management strategies.
  • Coordinate stakeholder involvement in projects, ensuring their feedback is integrated into planning and decision-making processes.
  • Track and monitor stakeholder engagement activities and their impact on project outcomes.

Leadership


  • Prepare and deliver presentations, reports, and other communication materials tailored to stakeholder needs.
  • Ensure that all stakeholder engagement activities comply with the relevant regulations and ethical standards.
  • Utilize data analytics to drive strategies and decisions.

EXPERIENCE & QUALIFICATIONS


Knowledge, Skills and Experience


  • 7+ years' of experience in Project Management
  • Knowledge of Engineering, Project and Construction Management principles, practices and procedures.
