SECTION I: JOB PURPOSE



The Trade Connect Central Asia + (TCCA+) Program is a trade development initiative led by the International Islamic Trade Finance Corporation (ITFC) as its flagship program in the Central Asia Region, targeting the six countries of the Central Asia+ Region, namely Azerbaijan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan.
The TCCA+ Program is a multi-donor, multi-country, and multi-organizations program, aiming to achieve inclusive economic growth, regional economic cooperation, and promote trade among the OIC CIS member countries in the Central Asia Region and with the rest of the world.
The TCCA+ Program is geared towards increasing Economic Integration and supporting Sustainable Growth in the Central Asia Region. Specifically, Trade & Investment Promotion efforts will focus on sectors where significant added value is created, especially in industries that rely on a more highly skilled workforce and those which can promote greater trade, investment, and knowledge diffusion.
In this context, TCCA+ Program aims at designing and carrying out projects and activities that promote economic integration among the OIC Member Countries in the Central Asia Region, which includes Azerbaijan, Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, while maximizing and increasing Investment and Trade opportunities in prioritized sectors through implementing its ambitious Annual Operational Plan.
In this context, ITFC seeks the appointment of a Program Coordinator for TCCA+ to assist in the follow-up of, and reporting on, the Program and project activities and results.

SECTION II: KEY RESPONSIBILITIES



Under the overall guidance of the General Manager of the Trade & Business Development (T&BD) Department and in direct supervision of the relevant Line Manager of the Trade Development Division, the Program Coordinator will undertake the following tasks:
- Ensure communication among the relevant internal and external stakeholders of the TCCA+ for the technical aspect of the projects under the TCCA+, and the TCCA+ program in general.
- Insure adherence to TCCA+ Program results framework. This involves the definition and finetuning of appropriate Program performance indicators, baselines and targets, and monitoring procedures.
- Develop, based on the available tools, a monitoring system. This involves the definition and finetuning of appropriate Program performance indicators, baselines and targets, and monitoring procedures.
- Manage the monitoring system on an ongoing basis, ensuring that it is up-to-date, complete, and provides accurate and timely information about the progress and potential bottlenecks at Program, Project, or Activity levels.
- Recommend, where necessary, adjustments to the results framework or monitoring system.
- Contribute to the selection of projects and activities presented for funding and implementation, focusing on the results framework and project monitoring systems.
- Develop the annual Operation Plan (OP) in collaboration with the relevant bodies and executing agencies.
- Manage execution of the activities in the annual OP that are the responsibility of ITFC and follow up on the status of implementation by other institutions.
- Lead and prepare relevant communication documents, presentations, reports, writeups, …etc
- Continuously, follow-up and arrange TCCA+ participation in various 3rd party relevant activities and meetings and follow-up of matters arising.
- Respond to incoming/outgoing correspondence of TCCA+, including reports, documents, and communication.
- Maintain financials and coordinate with ITFC Finance Department (FD) to conclude the Financial Statements (FSs) and audited documents.
- Provide technical assistance, high-level administrative support, and quality executive services to the TCCA+ Governance Structure.
- Provide the required assistance in research and studies, and provide executive summaries when required.
- Advise Executing Agencies and Institutions in developing project-level monitoring systems that feed into the Program-level monitoring system.
- Receive, review, and provide feedback on project progress reports prepared by Executing Agencies and Institutions.
- Prepare quarterly Program progress reports, as well as provide inputs, information, and statistics for annual and other reports as per the Governance or as requested by Executive Committee (EC) or BoG.
- Assist the Board in providing strategic guidance and direction to the Program, in view of facilitating that its objectives are accomplished within the agreed time frame and resource allocations.
- Review, advise and formulate recommendations on any relevant matters for the successful implementation of the various deliverables of the Program.
- Lead the implementation of the resource mobilization strategy of the program as well as contribute to the lead generation for the potential funding/contributions for the Program.
- Contribute to the discussions with donors and other possible partners with a particular focus on results-based management and value for money to the Program’s resource mobilization.
- Prepare draft terms of reference for the Program evaluations and advise on the evaluation of the Program in due course.
- Assist with the communication of the Program, including virtual communication.
- Maintain regular relations and contacts with the relevant Government officials and institution representatives, with a view to maximizing synergies.
- Report to the GM T&BD and Division Manager, Trade Development and undertake any other tasks as agreed with ITFC and the implementing agencies and make recommendations for follow-on actions as necessary.
- Undertake TCCA+ Program administrative and governance tasks and activities.
- Perform other duties as required.

SECTION IV: KNOWLEDGE, SKILLS & COMPETENCIES



A bachelor's degree in economics, business administration, or equivalent.
At least 5 years of experience in trade-related project management and coordination in developing countries, with considerable experience in the Central Asia Region.
Proven experience in monitoring and evaluating complex programs.
Knowledge of technical cooperation programs of UN agencies, Development Institutions, and/or other donors.
Advanced computer skills including using AI-enabled applications and platforms and preferably with experience in project management and monitoring tools
Excellent reporting skills, both writing and editing.
Excellent oral and written communication and presentation skills.
Professional attitude and demonstrated skills in managing complex technical cooperation projects.
Experience in developing and maintaining partnerships with government counterparts, UN agencies, private sector donors, and NGO partners.
Ability to work with minimum supervision with ethics, efficiency, competence, and integrity and in harmony with people of different backgrounds.

Language Skills and Years of Experience



Fluency in spoken and written English and Russian is a must.
Professional knowledge of another language of Central Asia Region would be an advantage.
Minimum of 5 years of work experience.
