Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Saudi Arabian Bechtel Company (SABCO) serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.




Job Summary:

Work Location: Ras-Al-Khair. The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. The accommodation will be provided at Jubail Industrial City. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays.


Assigned to Project Controls group and responsible to develop cost estimates for project and verify A/E’s estimated cost during 30%, 90% and 100% design review cycle of construction packages. Specific tasks include but are not limited to the following: 




Major Responsibilities:

Level 1


  • Performs quantity take-offs using approved construction drawings or other defined documents. Collects, reconciles, and verifies data for summary comparisons.
  • Prepares estimates using A/E’s information with project team, including vendors, applying unit rates of installation to quantity takeoffs.
  • Responsible for development and maintenance of labor cost indices and productivity indices for the region.
  • Establish and maintain the cost indices for building materials. Develop labor unit rates.
  • Responsible for verifying the DCN based Change Order pricing. Participate in the contingency development of various work items for construction packages.
  • Review design scope criteria and quantities for completeness and reasonableness.
  • Perform cost engineering functions including estimating, cost control, budget preparations, forecasting, and cost reporting.
  • Coordinate cost estimating activity and input from various disciplines and departments.
  • Perform data analysis, identify problems, trends, and make recommendations.
  • Perform productivity analysis of construction operations and verify results.
  • Preparation and application of cost monitoring and control standards, techniques, and programs.
  • Ensure cost recording, monitoring, and reporting practices for compliance with applicable standards.
  • Estimate the project cost based on bill of materials, labor cost, and project specification

Level 2


  • Knowledge of supervision, personnel administration, and training of technical and non-technical personnel.
  • Experience in leading a team of junior estimating engineers.
  • Candidate should possess excellent organizational and interpersonal skills with an ability to work closely with peers, external customers, and client counterparts.


Education and Experience Requirements:

Level 1


  • Bachelor’s degree in Engineering, Construction Management, or related field with minimum 8 to 10 years of relevant in project controls as an Estimator on Heavy Civil / Infrastructure projects.

Level 2


  • Bachelor’s degree in Engineering, Construction Management, or related field with minimum 10 to 13 years of relevant in project controls as an Estimator on Heavy Civil / Infrastructure projects.


Required Knowledge and Skills:
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, which include schedule development, control, and analysis.
  • Is able to Demonstrate advanced understanding of Estimating core processes and procedures.
  • Advanced working knowledge of EPC estimating practices and methods, including demonstrated ability to organize, perform, and present cost estimating products.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences. 
  • Prior experience overseeing multiple projects, contractor estimates reviews and negotiation.
  • Prior Middle-East work experience preferred.
