ROLE OVERVIEW


The Procurement Manager is a seasoned procurement professional responsible for overseeing sourcing activities within designated sectors, regions, or categories. This role demands commercial expertise and a strong commitment to upholding professional standards while ensuring full compliance with NEOM's governance. The Procurement Manager will lead a team, manage supplier relationships, and drive strategic procurement initiatives to support NEOM's ambitious development goals.


ROLE COMPETENCIES & ACTIVITIES


The Procurement Manager's responsibilities will include, but are not limited to:


  • Developing and implementing procurement strategies and related documentation.


  • Establishing self-development objectives and supporting team members in achieving their professional goals.


  • Leading a team of procurement professionals across diverse portfolios, ensuring compliance with NEOM’s policies and processes.


  • Overseeing the preparation of tender documents, including Expressions of Interest, Pre-Qualification Questionnaires, Contracts, Tender Plans, Evaluation Reports, Commercial Returnables, and Award Recommendations.


  • Providing guidance and coaching to team members, fostering continuous improvement, critical thinking, and commercial acumen.


  • Identifying and executing cost-saving and cost-reduction opportunities.


  • Managing supplier and client relationships, including contract negotiations.


  • Ensuring proper storage and protection of all procurement documentation in compliance with data regulations.


EXPERIENCE & QUALIFICATIONS


Knowledge, Skills, and Experience:


  • Proven leadership and collaboration abilities.


  • Strong understanding of procurement practices, including Framework Agreements and Master Service Agreements.


  • Business acumen and commercial awareness.


  • Knowledge of regional and industry dynamics and trends.


  • Excellent communication skills, including technical writing and presentation abilities.


  • Ability to advocate for procurement principles across departments and sectors.


  • Familiarity with standard contractual terms and conditions to mitigate legal risks.


  • Strategic mindset with strong problem-solving skills.


  • Change management expertise.


  • Ability to adapt approaches for engaging a diverse set of stakeholders (e.g., expert-led vs. facilitative models).


Experience:


  • Minimum: Bachelor’s degree in supply chain management, business, economics, finance, operations, engineering, or a related technical/commercial field.


  • Preferred: Master’s degree and/or CIPS certification.
