Role Summary:


The Procurement Manager is responsible for overseeing the procurement of transportation assets and services, ensuring that they meet the organisation’s needs of cost, efficiency, quality and compliance. The role involves managing relationships with transport service providers and OEMs, negotiating contracts, and optimising supply chain processes.  


Responsibilities:


  • Building and maintaining a network of contacts with transporters, OEMs and ancillary service providers - identify appropriate channels and seek of new subcontractors for DSV Road, establish initial contact and be responsible for the expansion and acquisition of new trucks from already active transporters.
  • Develop and implement transportation procurement strategy that is aligned to business objectives.
  • Implement, maintains, and govern compliance in accordance with NEOM DSV Procurement policies and procedures.
  • Responsible for all Supplier Management activities – selecting, onboarding and performance management.
  • Preparing and sending offers to potential transporters, providing additional information, conducting whole negotiations process.
  • Conducting meetings with potential and existing service providers, in and outside of the Company’s office.
  • Checking the subcontractors’ documents related to the registration of the transporters in Fleet Management System.
  • Participate in solution design of tender documents and pricing on tender responses.
  • Prepare and launch RFQ’s to the market when required.  
  • Collaborate with cross-functional teams to implement network changes and improvements.
  • Preparing preliminary and permanent Contracts between transport companies and DSV Road.
  • Archiving the signed Contracts with the subcontractors, together with rest of their company documents.
  • Arranging initial communication between subcontractor and DSV.
  • Supervising start-up of the trucks of subcontractor at DSV lanes.
  • Preparing reports and statistical data analysis for the new coming trucks.
  • Communication with Projects Logistics in the DSV – following up on performance of active transporters, sharing knowledge and news about market situation, checking demand for new capacity, updating about progress in sourcing of new capacity.
  • Monitoring the performance of transporters during implementation, hypercare and stable state.
  • Supporting the already onboarded transporters, if administrative and other problems arise.
  • Developing partnership with service providers on strategic projects.
  • Negotiate all the contractual agreements with service providers and DSV in written form, without exceptions.
  • Weekly reporting of all sourcing activities – updating tools provided.
  • Proactive exploring different ways and method of recruitment of new transporters/trucks for the DSV Group
  • Participating in regional transport fairs and exhibitions
  • Responsible for due diligence when onboarding Transporter.
  • Monitor transport compliance to DSV standards of quality through periodic operational audits.
  • Complying with internal regulations, procedures, law, and managers orders, including labor regulations, regulations on remuneration and other internal regulations in the company, including company’s intellectual property protection.
  • Behaviors and attitudes consistent with the values of DSV.
  • Professional skills development by participation in training and constant self-education.

Educational Qualifications & Work Experience


  • Minimum secondary education, preferably University Degree in Logistics, Economics, Commerce or Engineering
  • Min 8 years’ experience in Supply Chain Management and Procurement.
  • Extensive knowledge of the work model in the GCC region.
  • Is familiar with the regulations and commercial practices of the international road transport and freight forwarding.
  • Has broad knowledge and experience in the transport sector in KSA.

  • Knowledge of transportation regulations, customs, and international trade compliance.
  • Proficiency in Microsoft Office suite and relevant software tools.
  • Is familiar with all the documents, that have to be created and processed for the successful implementation of the business.
  • Is familiar and monitor the compliance of the statutory requirements under the Law on safety at work and fire safety.
  • Knowledge of MS Office (Word, Excel, Power Point) at advanced level.
  • Knowledge of another foreign language used in a daily work – Arabic, English
