Our client is seeking a highly competent Procurement Manager, who will be responsible for leading the procurement function to ensure the efficient sourcing of goods and services necessary for the successful delivery of high-quality real estate development projects. Your role will involve developing procurement strategies, managing supplier relationships, ensuring compliance with regulations, and optimizing costs while maintaining quality and project timelines.
Key Responsibilities:
- Develop and implement procurement strategies that align with the company's operational and strategic objectives.
- Establish and manage a vendor database, evaluating suppliers based on reliability, cost-effectiveness, and quality.
- Negotiate contracts with suppliers and subcontractors to secure the best terms while maintaining quality standards.
- Oversee the procurement of materials, equipment, and services for real estate development projects, ensuring timely and cost-effective delivery.
- Work closely with project teams to forecast procurement needs and ensure alignment with project timelines and budgets.
- Monitor market trends and pricing fluctuations to identify cost-saving opportunities without compromising quality.
- Ensure compliance with local and international procurement regulations, company policies, and industry standards.
- Develop and enforce procurement policies and procedures to maintain transparency, consistency, and efficiency in all procurement activities.
- Manage the tendering process, including preparing requests for proposals (RFPs), evaluating bids, and awarding contracts.
- Implement and oversee a structured purchase order management system to track procurement activities effectively.
- Analyze procurement data and generate reports on key metrics such as cost savings, supplier performance, and procurement timelines.
- Lead risk management initiatives to address supply chain disruptions and mitigate potential project delays.
- Drive the digital transformation within the procurement function by adopting procurement management tools and systems.
- Provide training and mentorship to the procurement team to enhance skills and ensure adherence to best practices.
Requirements- Bachelor's degree in Supply Chain Management, Business Administration, Industrial Engineering, or a related field.
- 8+ years of experience in procurement, with a focus on real estate development or construction projects.
- Knowledge of local and international procurement standards and best practices.
- Proven expertise in strategic sourcing, contract negotiation, and vendor management.
- Strong understanding of procurement regulations, supply chain management principles, and market dynamics.
- Excellent analytical and problem-solving skills with the ability to identify cost-saving opportunities.
- Proficiency in procurement tools, Microsoft Dynamics, and advanced Excel.
- Exceptional negotiation and communication skills to build strong relationships with suppliers and stakeholders.
- Fluency in both Arabic and English.
- Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
