ROLE OVERVIEW


To strengthen technical and project management expertise within the Water Transmission, Storage & Distribution (WTS&D) Department, the Principal Project Engineer role includes both technical and project management support, to manage and direct Framework Consultants in concept and FEED design development focusing on WTD Works / Minor Works.


The role will also support the interface between WTS&D (as client) and NEOM Projects Department (delivery of the project design, procurement, execution, commissioning and closeout processes) to ensure that ENOWA Water Standards and Employer Requirements are satisfied during design and construction.


Will be required to work both in office and to visit construction sites to take part in progress meetings and to inspect/review construction methods, including ensuring that Heath, Safety, Quality & Environmental matters are adequately addressed.


The ability to forge strong working relationships with third parties (including but not limited to other NEOM sectors & departments, contractors and consultants) is a pre-requisite.


To lead and manage a team of project engineers.


ROLE ACTIVITIES & ACOUNTABILITIES


Project Definition & Requirements


  • Understand the definition of project scope, goals and deliverables.
  • Understand project scope and objectives.
  • Understand the requirement for Project Stage Gate processes.
  • Understanding and experience of hydraulic design of water networks including the design of DMAs and PMZs.
  • Understand and experience of NRW management and techniques for minimization.

Interim Asset Brief


  • Production of Interim Asset Briefs and handover to Projects Department.

Concept Design Handover


  • Assist in the management of Framework Consultants, in respect to time quality, schedule, risks and deliverables
  • Working with other Line Managers, other WTS&D Senior Managers, help facilitate successful handover of Concept Designs to Project Department

Developed and Detailed Designs, IFC, materials, method statements, commissioning plans and As-built reviews


  • Coordinate inputs to Contractor’s submittals
  • Provide overview input to the review process for critical assets

Stakeholders Engagement


  • Involved in multiple stakeholder communication regarding project scope and objective development.
  • Support the relationship with all stakeholders, including but not limited to NEOM Projects, Government Services, NEOM Operations, Framework Consultants and Contractors
  • Assist in the monitoring and reporting on progress of each project to WTS&D department.
  • Comply with NEOM Health & Safety & Environmental requirements on site and in office
  • Participate in NEOM Health & Safety & Environmental activities on site and in office including identification of non-compliance
  • Raise issues as required

Monitor and Control Safety & Quality – Client Side


  • Help ensure that Water client responsibilities with respect to Health, Safety, Quality & Environmental are met.
  • Help review Quality Assurance and Quality Control (QA/QC) Plans and help facilitate NEOM Quality Assurance process
  • Help review Health, Safety and Environment (HSE) Plans.
  • Attend construction progress meetings, if required.
  • Attend site to help review/inspect the construction of the permanent work to ensure Water requirements are being met.

Reporting and Analysis


  • Assist in tender and project evaluations and assessment of results, including lessons learned
  • Help present reports defining project progress, problems and solutions.

Project Delivery Co-ordination


  • Help create and maintain comprehensive project documentation, including cost and progress and risk information.
  • Help track project deliverables using appropriate tools
  • Hep provide a clear and complete handover to project end user
  • Help inspect contractor works for conformance
  • Help facilitate internal audit of project(s)
  • Help facilitate NEOM Risk Management process

Project controls & reporting


  • Attend regular meeting schedule and reporting format with Projects and contractors
  • Help monitor schedule and budget, manage issues arising and liaise as required, particularly in respect of Framework Consultants scope and deliverables.
  • Assist in reporting of progress and issues to WTS&D Senior Leadership on regular basis
  • Help prepare related internal reports
