Project Overview:

Saudi Arabian Bechtel Company provides project management consultancy services (including technical, commercial and construction management) for the development of certain defined aspects of the NEOM Project in the Kingdom of Saudi Arabia. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking way.




Job Summary:

The Prime Contracts Manager will support the Project Director and Commercial Director to facilitate effective administration and management of the prime contract agreement between Client ad Bechtel.  The position reports operationally to the Commercial Manager and functionally to the GBU of Prime Contracts. Duties and responsibilities include implementation of the Prime Contract Management Program and ongoing related training, monitoring compliance with project/prime contract completion requirements and status. In consultation with GBU Management/Legal, facilitate strategies for effective management of project commercial matters, including creation and capture of contemporaneous records.

Major Responsibilities:
  • Participates with the identification of the contracts’ baseline, including terms and conditions, specifications, drawings, estimate, proposal, schedule and other documents incorporated in the contract and appropriate monitoring of progress and change.
  • Identify areas of risk and opportunity for risk due to ambiguities, omissions and conflicts in the contents of documents relative to the contract (bid, proposal package, etc.).
  • Prepare a risk mitigation plans with the project team and manage the plan’s execution.
  • Responsible for the development and implementation of the Contract Management Program for the project consistent with the practices and procedures set forth in the PMC Contract and Project Management Plan, including the Contract Management Responsibilities Matrix, the Contract Requirements Action/Notice/Liability/Flow down Matrix, etc.
  • Establish a Project Change Management Procedure, incorporating the Pending Item Program, to provide a methodology to identify changes, quantify the impacts, define approval requirements and communicate changes to the Client.
  • Recommend and implement actions to document and request the additional changes and variations on the project.
  • Prepare/assist with modifications to Contracts and develop the negotiation strategy and/or support/conduct negotiations, as directed.
  • Manage the working relationship with Construction, Engineering, Procurement, Legal and Risk Management to ensure that sub (contracts).
  • Participate in project related meetings, work closely with Construction, Engineering, and Project Controls, and review project financial data to:
  • Ensure awareness of all project activities that may affect various project contracts
  • Manage the handling of the prime contract closeout requirements
  • Assist/support personnel assigned to the project Contracts organization and manage staff as directed.
  • Coordinate the development and delivery of ongoing project training to address prime contract management principles, (sub) contract formation and administration, and identification, preparation and resolution of claims.


Education and Experience Requirements:

Degree in Business, Quantity Surveying, Law, Engineering, Construction Management or Cost Engineering


Grade 26


  • Requires bachelor’s or master’s degree (or international equivalent) and 15+ years of relevant experience.


Grade 27


  • Requires bachelor’s or master’s degree (or international equivalent) and 20+ years of relevant experience.
     


Required Knowledge and Skills:
  • Demonstrable experience of managing client contracts with similar commercial terms and incentivization models
  • Demonstrable experience of delivering in collaborative working arrangements
  • Recognized as advance contributor with specialized skill set
  • Considered subject matter expert within discipline
  • Having wide-ranging experience, uses professional concepts and company objectives to resolve complex issues in creative and effective ways.
  • Works without supervision. Extensive latitude for independent judgement
  • Offering advice to senior management
  • Drafting of appropriate correspondence and reporting.
  • Ensure compliance with contracts terms and conditions
  • Develop a program to identify and prepare claims as they arise and coordinate the efforts to negotiate and resolve claims with the Claims Group and Legal Department
  • Assist the Project Manager and/or work with other members of the Project Management Team to support Government and community relations matters, as directed.
