ROLE PURPOSE
Responsible for leading the operational delivery of the ARCA project, ensuring timely, high-quality, and cost-effective outcomes across all workstreams. Responsible for implementing best-in-class manufacturing and operational practices to optimize factory efficiency, resource utilization, and scalability. Develops and manages clear implementation plans while overseeing recruitment, partner engagement, and risk mitigation strategies. Ensures effective communication across workstreams, leveraging partner expertise to refine the ARCA system. Acts as the primary interface with NEOM stakeholders and ensures compliance with industry, safety, and corporate standards. Responsible for delivering innovative solutions to achieve ambitious project timelines, aligning with NEOM’s strategic goals.
KEY ACCOUNTABILITIES & ACTIVITIES
- Lead all operational aspects of the ARCA delivery, acting to ensure effective delivery of the project to timescales, quality, and budget across all workstreams.
- Implement best-in-class manufacturing practices and operational processes to ensure factory efficiency and scalability.
- Optimize resource utilization, logistics, and workflows to achieve cost and productivity targets.
- Create a clear implementation plan for the project, working with key functions and workstreams to manage delivery to committed timescales.
- Lead the resourcing, recruitment, and people processes for ARCA, working to scope, procure, and contract with partners in the optimal way for NEOM to manage risk and meet the ambitious timescales of the project.
- Ensure effective communication is in place across all workstreams, using the experience and expertise of engaged partners to help develop the ARCA system.
- Interface with wider NEOM stakeholders to effectively establish ARCA in line with all corporate and operational requirements – legal, HR, procurement, Government Affairs, etc.
- Lead any operational discussions/engagement with ARCA partners and suppliers.
- Identify potential risks and develop mitigation strategies to ensure the successful and timely delivery of factory operations.

BACKGROUND, SKILLS & QUALIFICATIONS
Knowledge, Skills, and Experience
- 10+ years’ experience of operational/supply chain management in a relevant sector, with a minimum of 5 years’ leadership experience.
- Demonstrable track record of establishing, managing, and delivering large operational planning for projects.
- Demonstrable track record of innovation in construction, e.g., offsite manufacture, contracting models, partnership, or incentivization arrangements.
- Excellent leadership and organizational skills, demonstrating an ability to create, embed, and develop corporate strategy.
- Demonstrable potential to operate as a CEO of any JV or organization running manufacturing in NEOM.
- Strong analytical and communication skills required.
- Fluency in English.
Qualifications
- Minimum BS/BA in construction/business management or related field.
