OVERALL JOB PURPOSE: Develop and maintain an appropriate Program Governance Framework and lead, manage and execute project control on (major) capital projects and provide visibility on all projects (including associated risks) through all phases as per the Ma'aden business and stage gate implementation model
3. QUALIFICATIONS, EXPERIENCE & SKILLS: Qualification:
1. Bachelors of Engineering (Specific discipline) + 2 years as Lead Project Planner 2. Masters of Engineering (Specific discipline) + 2 years as Lead Project Planner 3. Achievement of Saudization targets * Manage all resources (people, money, equipment, etc) responsibly, ensuring safety and continuous compliance with requirements (cost, quality, due dates, targets) and alignment to enabling HSE strategy * Manage contractors and outsourced service providers, and associated contracts * Develop the section budget, implement and manage (following approval) and ensure financial discipline amongst team members * Communicate and ensure that vision, values and business direction are embraced by the team * Performance management of team (facilitate frequent performance dialogue and take corrective action/give recognition) * Identify talent and develop personnel to ensure a competent work force and appropriate career development * Ensure proper talent management in area of responsibility * Communicate, facilitate and execute change and improvement effectively * Reports (fiscal, daily, monthly) * Responsible for the service quality * Ensures that self and team meet targets, due dates and quality standards * Consistently reduce all non-value-adding work * Identify and implement opportunities to facilitate and catalyse Saudization Assist to the development and manage implementation of Project Management controls, through tools, guides, processes, procedures etc, in order to manage projects effectively Responsible for the development, updating and implementation of plan for control for all projects Responsible for developing integrated control base with quality project control for all projects Responsible for ensuring there are realistic schedule on projects which support project control Ensure proper governance is in place within project control on all projects for project controls, i.e. steering committees, gate reviews, decision review boards, Legal and Commercial requirements and audits Ensure Integrated Project Control requirements are incorporate in ITB, RFC document and drive process throughout entire project Ensure risk management requirements within project control on all projects Ensure within project controls all project meet safety requirements Ensure Implementation of integrated earned value on the projects Ensure project cost flow which are fully integrated with the project status and risks Ensure quality integrated project controls on all projects Ensures that self and team meet targets, due dates and quality standards Consistently report to project team all non-value-adding work Consistently improve productivity Ensure that the performance score card for project controls on projects is updated and results utilised for improvements Ensure project controls requirements for stage gate reviews and decision review board are implemented on all projects Ensure that all legal requirements within project controls on projects are implemented, i.e. safety appointments, competition requirements, etc. Effectively manage performance management system to ensure the development and promotion direct reports Ensure SHE compliance of direct reports Identify and management deviation from system, procedures and performance requirements enabling corrective actions to meet requirements Develop annual work and project plans Ensure that plans are executed and team objectives are achieved consistently in a safe work environment Ensure timely results and compliance through control systems and measures Act as the overall head of Project Controls on a large mega project, responsible for the management and oversight of all Project Controls activities and staff on the project
