Project Overview:

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports. As we consider the future of aviation globally and in the GCC, we are very enthusiastic about the future of aviation in the Kingdom of Saudi Arabia.


We are currently considering candidates with aviation, other transportation or complex public accessible building project experience to provide project management consultancy services (including technical, commercial and construction management) for a major infrastructure project in Riyadh.

Job Summary:

Prepares and reviews the preparation and presentation of general and/or discipline estimates. Responsible for conceptual estimating, cost analysis and estimate planning, coordination and consolidation. Responsible for directing the cost estimate effort on a major project or on multiple small projects. Provides estimating assistance and guidance to the projects. Performs department organizational and administrative activities when delegated. Provides direction to others on project/program level tasks.


JOB DIMENSIONS:


A.    Supervision Received


  •  Reports to and receives technical and operational guidance from designated supervisory personnel.

B.  Supervision Exercised


  • Provides technical supervision and, when delegated, operational supervision to assigned personnel.
  • Provides detailed day-to-day supervision of assigned personnel during preparation of a project estimate / reforecast.

C.   Contacts


  • Continuing contacts with Project Manager and project/proposal team members.
  • Continuing contacts with working and supervisory level personnel in engineering, procurement, construction and other departments within the PMC team.
  • Continuing contacts with the vendor community.
  • Periodic contacts with clients’ counterparts.


Major Responsibilities:

Level 1


  • Reviews design scope criteria and develops quantities for undefined scope assumptions in coordination with other stakeholders/departments
  • Participates in establishing pricing structures to be applied to quantities for estimates
  • Conducts detail pricing for non-manual labor service using functional staffing and other direct cost (ODC) inputs
  • Develops pricing/rates to apply to non-manual staffing in support of project-specific requirements
  • Prepares estimate basis and assumption documentation for their area of responsibility in support of overall estimate development
  • Supports complex order of magnitude (OOM) estimates
  • Prepares cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area
  • Identifies risk items and assigns risk levels to portions of the project work and identifies measures to mitigate risk in area of responsibility

Level 2


  • Provide technical expertise and leadership in the review of design scope criteria and quantity development for undefined scope assumptions in coordination with other stakeholders/departments
  • Supports/reviews prediction/extrapolation of cost curves based on experience of scheduled activities and cost correlation analysis in area of responsibility
  • Supports in depth audits and analysis of proposals, change order, and other estimates
  • Povides technical guidance to area of responsibility 
  • Leads cost studies, trend estimates, and life cycle cost estimates in specialized areas or in specialized discipline area; provides area of responsibility-specific guidance and direct support in establishing pricing structures to be applied to quantities for estimates
  • Prepares cost trend estimates in support of project cost trend programs; takes a lead role for area of responsibility in estimate reviews and presentations to project management and senior management


Education and Experience Requirements:

Level 1: Requires bachelor's degree (or international equivalent) plus minimum of 15 years of relevant experience.
Level 2: Requires bachelor's degree (or international equivalent) plus minimum of 17 years of relevant experience.



The successful candidate will also meet some of the following desirable criteria:


  • Have previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects.
  • Show knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
  • Show a working knowledge of change management; and
  • Have experience of knowledge transfer and the development of local employees.


Required Knowledge and Skills:
  • Demonstrated advanced understanding of Estimating core processes and procedures.
  • Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
  • In-depth knowledge of project schedules and ability to predict/extrapolate costs curves based on experience of scheduled-activities/cost correlation analysis.
  • Thorough understanding of cost index and escalation projections.
  • Technical and practical comprehension of engineering, procurement and construction methods and techniques. 
  • Proficient in Microsoft software applications (Word, Excel, Access, PowerPoint). Proficient in estimating applications.
  • In-depth knowledge of the applicable Bechtel work processes and systems. Knowledge of administrative and supervisory procedures and practices.
  • Knowledge of current industry and technical developments. Knowledge of global market pricing and construction practices. 
  • Skilled in oral and written communication with demonstrated ability to present Estimating information to peers and management.
  • Demonstrated ability to readily analyze estimate data and correlate to other projects and Bechtel standards and to conceptualize the total project scope.
