ROLE OVERVIEW



The Procurement lead the procurement of low to high complexity Financial services packages for NIF/ NIO and supports the Senior Procurement Manager and Procurement Director on the execution of the procurement for such financial services, working effectively with internal departments, external stakeholders and other members of the Procurement team. While carrying out procurement activities, the Procurement Professional/ Senior Specialist provides commercial leadership in project teams, developing and executing creative strategies to ensure work is conducted with rigorous professional standards in full compliance with NEOM governance.



REQUIREMENTS SUMMARY


  • Experience with process management and process improvement methodologies.
  • Experience in process mapping and process modelling tools.

ROLE COMPETENCIES & ACTIVITIES


The Procurement Lead responsibilities will include, but not be limited to:


Policies & Procedures


  • Manages the Procurement of packages following NEOM policies, procedure and processes.
  • Follows procurement and contracting Policy and Procedures.
  • Assesses governance documents and suggests improvements to contracting strategies.

Contracting Strategies & Tender Plans


  • Reviews End User Scopes and advises most appropriate tendering and contracting strategy.
  • Examine scope of work and other information provided by End Users and/or consultants for completeness and consistency.

Tender Documents


  • Compiles and Prepares Tender Documents to be issued.
  • Prepare comprehensive ITT packages: develop Expression of Interest (EOI) Pre-Qualification requests, conduct EOI / PQQ’s, evaluate EOI / PQQ responses

Tender Period


  • Manages the communication, bidder’s queries and Tender Addendums during the tender period with necessary input from the End User where required.

Tender Evaluation


  • Coordinate and attend technical and commercial bid openings.
  • Preform evaluation of commercial aspects of the technical submissions and evaluation of the commercial bid.
  • Prepares recommendation for award for Notice of Award.

Contract Formation


  • Prepares contract documents for signature and execution.
  • Issues Letter of Reward and Regret as appropriate.

Contract Administration


  • Provides advice on all contractual issues during the complete life cycle of the Contract until the contract closes out.
  • Monitor supplier performance to ensure targets are met and identify ways to improve the supply chain process with suppliers

Document Auditing


  • Ensures effective document records are retained and audit and performance management mechanisms are in place

Management/Leadership


  • Coaches team members to develop new insights from analysis and leading to deliver solid set of actionable recommendations, especially for requests involving the financial sector services.
  • Identify opportunities and lead efforts for cost reduction and increased efficiencies
  • Actively engage and collaborate as a Business Partner with NIF to identify procurement needs and work collaboratively to develop solutions
  • Work with NIF Operations to ensure the development and implementation of procurement policies and procedures
  • Manage the procurement process, including sourcing, purchasing and contract negotiations.
  • Foster relationships with suppliers to ensure that procurement needs are met efficiently and effectively.
  • Participate in the evaluation of supplier bids and make recommendations regarding supplier selection.

EXPERIENCE & QUALIFICATIONS


Knowledge, Skills and Experience
 


  • Minimum of 7 years of experience in stakeholder management, public relations, community engagement, or a related field.
  • High level of emotional intelligence and diplomacy.
     

Communication Skills


  • Strong written and verbal communication.
