Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 




Job Summary:

In this role, you will provide document management support by using ECMS (Enterprise Content Management Systems), distributing, maintaining, and retrieving project records in accordance with company guidelines. You will assist with customer service, questions, issues, updates, quality checks, and project closeout activities. Your attention to detail and data accuracy will help ensure successful compliance with document and records management procedures.


Work Location: Ras-Al-Khair.


The work location for this position is at Ras-Al-Khair which is located about 100 KMS north of Jubail Industrial City. You will be required to commute Jubail - Ras-Al-Khair - Jubail daily using the available transportation facility /shuttle bus service. Free breakfast and lunch is currently provided for Ras-Al-Khair assignees during workdays. Shuttle bus pickup timing is at 5:25 AM from Jalmudah district and 5:45 AM from Al Huwaylat compound, Jubail Industrial City. Employees are expected to reach these 2 locations if planning to use the Bechtel provided free shuttle bus service. Return timing is at 4:40 pm from Ras-Al-Khair.




Major Responsibilities:
  • The candidate should be prepared to travel to various construction sites in Ras Al Khair to perform work related tasks
  • Ensures that pre established document control requirements are satisfactorily met throughout the duration of the Ras Al Khair RIC project
  • Maintains an established data distribution system and schedule for the assigned project based upon client project department and supplier requirements.
  • Review all electronic resources and provide support to all databases in coordination with RIC Royal Commission Technical Affair Section
  • Analyze all user requirements ensure effective transition of same into all technical requirements for management processes and prepare plans for all usability tests for Oracle Unifier
  • Support the Geographic Information Systems GIS for the EDCC Engineering Document Control Center as project focal point for Monitoring and uploading Final As Built Drawings into GIS and reporting
  • Participate in project progress meetings and provide updates on the status of BIM related documents
  • Conduct periodic audits of BIM related documents to ensure quality and completeness
  • Ensure that all BIM related documents are archived and properly retained in accordance with project ECMS Software ProjectWise and Royal Commission standards
  • Assist in managing the BIM document control process including receiving filing distributing tracking and archiving BIM related documents
  • Ensure compliance with the BIM standards set by the client design team and other stakeholders
  • Coordinate with the BIM team to ensure consistency and accuracy of BIM data and information
  • Processes one or more document types through all procedural steps in accordance with well defined procedures and guidelines Ensures that preestablished document control requirements eg which document numbering system will be used how many and which signatures will be required for certain approvals etc are satisfactorily met throughout the duration. of the project


Education and Experience Requirements:
  • Bachelor / Diploma holder or equivalent in Computer Science, Business, Office Management or any other related discipline.
  • At least 10 years of relevant experience.
  • Proficient keyboard skills and a working knowledge of MS Windows and related word processing, spreadsheet, and database software.
  • Working knowledge of electronic document management systems (e.g. Aconex).
  • Knowledge of Geographic Information Systems (GIS) & Building Information Modeling (BIM).
  • Good written and oral communication.
  • Must be flexible working in multiple locations.


Required Knowledge and Skills:
  • Proficiency in MS Office with expertise in Microsoft Word, PowerPoint and Excel. Assignments will require a working knowledge of Electronic Document Management Systems.
  • Knowledge in ISO 9001 & Implementation at work.
  • Knowledge in QA & QC while handling documents.
  • Knowledge in Archiving & Retrieving documents (Soft & Hard Copy).
  • Knowledge in Preparing KPI reports.
  • Performed QA/QC checks of the information entered in DC database and audits of files.
  • Knowledge of Redline markup drawings & as-built drawings.
  • Experience working in a Team with different Backgrounds i.e., nationalities, cultures etc.
