Job Description
We are seeking a highly experienced HSE Specialist to join our PMC team, responsible for ensuring that all aspects of health, safety, and environmental (HSE) compliance are effectively managed and maintained throughout the project lifecycle. The ideal candidate will have years of experience in managing HSE activities for large-scale engineering and construction projects, ensuring adherence to local regulations and international standards.
Responsibilities:
- Develop and implement HSE plans, policies, and procedures in alignment with regulatory and company standards.
- Ensure that all project personnel and contractors are aware of and comply with HSE regulations and requirements.
- Establish emergency response plans and ensure they are communicated and rehearsed regularly.
- Conduct regular risk assessments and hazard identifications for various project activities.
- Recommend mitigation measures for identified risks and ensure they are implemented.
- Participate in pre-construction and ongoing safety planning sessions.
- Conduct regular site inspections and audits to ensure compliance with safety and environmental regulations.
- Identify unsafe practices or conditions and recommend corrective actions.
- Ensure that safety-related corrective actions are documented and implemented in a timely manner.
- Lead investigations into any incidents and prepare detailed reports with recommendations for prevention. Track and analyze incident trends to identify areas for improvement.
- Ensure all incidents are reported to the relevant authorities and stakeholders in line with legal requirements.
- Develop and deliver HSE training programs for project staff and contractors, including site-specific inductions and toolbox talks.
- Promote safety awareness and a proactive safety culture through regular workshops and communication.
- Ensure that all personnel are trained in safe work practices, emergency procedures, and the use of personal protective equipment (PPE).
- Ensure compliance with environmental regulations.
- Monitor the project’s environmental impact and recommend actions to minimize adverse effects.
- Ensure that any environmental incidents are reported, investigated and mitigated effectively.
- Stay updated on local and international HSE regulations and standards, ensuring the project complies with all legal requirements.
- Coordinate with regulatory authorities during inspections and audits, ensuring that the project meets all HSE obligations.
- Maintain accurate records of HSE activities, including audits, inspections, incident reports, and training records.
- Prepare and submit HSE performance reports to project management and clients.
- Ensure all documentation complies with legal, regulatory, and company requirements.
- Work closely with contractors to ensure that their HSE practices align with project and company standards.
- Liaise with clients and project teams to ensure that HSE objectives are communicated and achieved.
- Monitor contractor HSE performance and provide guidance as necessary.
Essential Requirements:
- Bachelor’s degree in occupational health and safety, Environmental Science, Engineering, or a related field.
- Minimum of 12 years of experience in HSE management within the construction or engineering industry, preferably within a PMC environment.
- Certifications: NEBOSH, OSHA, or other recognized HSE certifications are required.
- Strong knowledge of HSE regulations, standards, and best practices.
- Proficiency in risk assessment, hazard identification, and incident investigation.
- Excellent communication, training, and interpersonal skills.
- Ability to influence and promote a positive safety culture across the project.
- Strong organizational and problem-solving skills.
- Ability to work effectively in a high-pressure environment and manage multiple tasks.
Recommended requirement:
- Environmental qualifications, to the requirements of associate member of IEMA or other equivalent chartered professional body
- IOSH membership, minimum certified member or other equivalent chartered professional body membership
