GIS and BIM Manager

Summary

The GIS and BIM Manager will be responsible for managing GIS and BIM activities and using GIS and BIM tools and data to and addressing planning and urban design aspects of development at all levels to support decision making within the Regional Planning Unit (RPU). The role shall include use of GIS and BIM as core tools to create, gather, edit, and manage GIS and BIM data and to coordinate with the RPU team and the wider Urban Planning Department to ensure such information is fully utilized to support all levels and stages of urban and regional planning.

The GIS and BIM Manager shall report directly to the Director of the Regional Planning Unit and participate in direct interfaces with all NEOM internal and external stakeholders, to ensure all planning GIS and BIM activities contribute to achieving NEOM’s Vision and master planning principles.

Position description and responsibilities

• Coordinate with other Sectors and Proponents, including the NEOM Land Registry team, to ensure GIS and BIM data and processes are coordinated.
• Provide technical expertise in development or review of policies and procedures in relation to GIS and BIM planning practices and systems.
• Manage and support the GIS and BIM team members in confirming GIS and BIM guidelines, standards, and codes, to ensure data is developed in compliance with NEOM and UPD standards.
• Research literature and maintain knowledge of GIS and BIM technologies and best practices.
• Utilize in-depth knowledge and experience of GIS and BIM to review plans, in collaboration with other disciplines.
• Prepare and update GIS data, analyses, maps, reports, and representations (graphical and text) on all aspects of master planning and urban design at varying scales.
• Work with all relevant sectors and departments on resolving or progressing master planning and urban design issues, especially as they pertain to GIS or BIM systems and data.
• Perform tasks in related fields assigned by the Director of the RPU, including but not limited to presentations to internal and external stakeholders.
• Provide technical consultations for interdisciplinary analytical studies and analyses, and conduct planning and urban design studies, prepare related reports as required.
• Closely liaise with counterparts on team / consultants to ensure all review comments and recommendations related to GIS and BIM deliverables are fully incorporated into subsequent iterations.
• Participate in developing design review KPI's and lead/champion their implementation in the team.

Knowledge and Experience

• 10+ years extensive experience in, and an understanding of, the development of GIS (primary requirement) and BIM systems (secondary requirement) on large multi-disciplinary mixed-use urban planning or urban development projects (residential, commercial, industrial, sports, marine etc.).
• Fully experienced and proficient in the use of ESRI ArcGIS Pro software including data creation and editing, conversion, spatial analyses, topographic analyses, preparation of mapping presentations, etc.
• Experience with managing ArcGIS databases and schemas as well as setting up GIS web applications using ArcGIS Enterprise portal
• Fully conversant with latest industry technology, using GIS/BIM capabilities to streamline workflows and incorporate smart solutions into project designs. 
• Must have experience in managing the workflows and deliverables of other subordinate team members within the GIS and BIM team of the RPU.
• Must have excellent graphic skills and be capable of independent report production and graphic presentations.
• Proven ability to implement design review strategy, problem-solve in real time and make effective decisions in a fast-paced environment.
• Proven ability to build effective, professional relationships and trust with colleagues, and internal and external stakeholders alike.
• Excellent communicator (verbal and written) and a good command of English and ability to present confidently to small and large groups.
• Fully experienced and proficient in using specialist architectural and graphic design programs and applications, e.g., AutoCAD, BIM and graphic illustration software programs such as 3D Studio Max, Illustrator, In-Design preferred.
• Fully experienced and proficient in Microsoft packages, Outlook, Word, Excel, Power Point, etc.
• Proven ability to work under pressure, to handle and prioritize multiple tasks and projects simultaneously.

Qualifications

• Bachelor’s degree (Masters preferred) in a relevant design profession such as Master Planning / Urban Design / Architecture / Landscape Architecture / Engineering / Geography / Mapping Sciences, with additional education and/or professional accreditation in GIS and/or BIM systems.
• A high preference for GIS certification and accreditation with a relevant professional organization, such as GISP, ESRI, AICP, MCARB, MRIAI, RIBA, Saudi Council of Engineers, etc.
• Minimum 10 years' GIS-related experience working on large urban planning, multi-disciplinary projects, preferably in the Middle East.
• Excellent communication skills, with high standard of English (oral and written)
