Purpose:
Manage all financial and controlling activities for the NEOM Project across EPC, Development, and OM activities, including reporting, banking & cash management, project costing & controlling, budgeting, statutory reporting & compliance, taxation, and digitization.
Key Accountabilities:
Accounting, Controlling & Compliance:
Lead and manage all accounting activities, ensuring timely and accurate recording of transactions in compliance with internal procedures and regulations.
Approve all types of accounting documents.
Ensure contractual payment terms compliance from A/R perspective.
Lead the team to ensure contract compliance for collections, advances, and sales invoices.
Control payments for interest, commitment fees, global fees, security fees, and IRS payments.
Lead cost and project controlling in accordance with approved budgets.
External Professional Relationships:
Establish and maintain strong relationships with key accounting, tax, auditor, insurance, banks, investments, and other service providers.
Collaborate with external organizations as needed.
Reconcile assets and liabilities accounts, prepare trial balances monthly.
Internal Financial Reporting, Financial Planning & Analysis, External Financial Reporting &
Compliance:
Oversee financial activities including budgeting, reporting, and auditing.
Manage OPEX & CAPEX budgeting and control.
Identify and address potential risks and opportunities for cost savings.
Prepare monthly and periodical financial reporting packages.
Prepare annual and periodic financial statements in compliance with IFRS.
Prepare required reporting for customs duty control, local content, banks, and regulatory bodies.
Tax & Filing:
Manage all tax return types (VAT, WHT, CIT, Zakat) ensuring compliance with regulations in coordination with Central Tax department.
Main Contacts:
Internal: BU Heads, Project Team, Other Departments in Alfanar, Central Tax, HO, Zakat, etc.
External: Auditor, ZATCA, local content authority, banks, lenders.
Qualifications/Requirements:
Knowledge and Experience:
10+ years of experience.
Strong knowledge of Saudi regulations.
Strong accounting, analytical, and reporting skills.
Experience with ERP systems, preferably SAP.
Experience in a Big 4 firm preferred.
Education and Certifications:
Bachelor’s Degree in Finance, Accounting.
FMVA (Financial Modelling & Valuation Analyst) certification preferred.
