Role Purpose


  • Support the development of NEOM’s Emergency Management function and work with all NEOM Sectors to ensure NEOM-wide Emergency Response capabilities
  • Oversee all aspects of the NEOM Multi-Proponent Coordination Center
  • Working cross-collaboratively, develop NEOM’s Emergency Response Plans and all necessary annexes
  • Plan and oversee training across NEOM in response procedures; prepare and execute training schedule and all training exercises
  • Plan and oversee drills and exercises across NEOM.  

KEY ACCOUNTABILITIES & ACTIVITIES



Key Responsibilities



  • Develop, plan and direct emergency response and crisis management capabilities for NEOM, prepare emergency plans and procedures for both natural non-natural emergencies (e.g., hurricanes, floods, earthquakes), or technological (e.g., power plant emergencies or hazardous materials spills) disasters
  • Design and implement NEOM’s Emergency Response capability strategy for building agency capacity for enhanced prevention, monitoring, emergency preparedness and response
  • Works actively with agencies internally and externally to assure coordination and collaboration on strategies, innovation and implementation in support of NEOM’s objectives
  • Develop and maintain knowledge and learning management systems for NEOM’s emergency preparedness and response.
  • Lead a cross-functional strategy to continuously assess, resource and prepare internal agencies for effective mitigation that safeguards NEOM and supports business continuity.
  • Provide leadership and subject matter expertise during response to regional and global crisis events and coordinate engagement and response of crisis managers.
  • Ensure readiness of regional stakeholders to deal with a wide range of crises, including but not limited to acts of violence, manmade or natural disasters affecting the NEOM, technology and or infrastructure failures, other system or facility outages

BACKGROUND, SKILLS & QUALIFICATIONS



Knowledge, Skills and Experience


  • 10+ years experience in Public Safety / Emergency Management
  • Knowledge of the Incident Command System. Certification as an ICS trainer is highly desired
  • Demonstrated ability to work in a complex, multi-national operational environment, make critical decisions and oversee implementation
  • Analytical and communication skills up to executive-level, including the ability to deliver concise, authoritative, high-quality strategy and policy documents
  • Ability to apply analysis, strategic thinking and problem-solving skills in a dynamic, rapidly changing environment and deliver precise, reasoned decision-proposals

Qualifications


  • Minimum Bachelor’s degree in emergency management, leadership, change management, or a related field; Master’s degree preferred
