Reimagine What’s Possible 


NEOM Green Hydrogen Project consists of 2970 MWp of Solar, 1600 MW Wind and 400 MW/MWH of Battery Energy Storage System. Commissioning Engineer for this role would be responsible for Solar and BESS.


2 Position Purpose


We require an outstanding and dynamic person who can take on the challenges of being a team member in a busy and stimulating environment with a dedicated team. The primary role of the Commissioning Engineer is to support the Safe and Coordinated Commissioning and Startup of Shiqry Solar and Duba based BESS in conjunction with load side coordination at GHE/APMS as well as Grid connection in accordance with the Project Agreements (EPC, SubEPC, O&M, Interconnection Agreement) and ensuring safety, quality and time constraints are met. This will include ensuring all notice periods are observed, appropriate documentation is submitted in a timely manner and the relevant approvals are received from all stakeholders involved. Experience large-scale utility PV Project and some BESS experience is a plus.


3 Position Complexity


This is a complex position which requires team-spirit, a high degree of professionalism, advanced communication, planning, personality and other skills as outlined in the person description, in order to achieve successful outcomes.


4 Key Accountability Areas


· The Commissioning Engineer will reports directly to the Commissioning Manager. · Ensures that the EPC and their Subcontractors comply with all site HSSE rules and regulations. · Ensures that the EPC and their Subcontractors are prepared and correctly perform testing and commissioning as well as startup in a timely manner. · Ensures early detection of any deviation to the contractor’s site commissioning processes & procedures, as well as of any noncompliance with the project OTS and SubEPC and EPC contracts. · The coordinator shall ensure that the Contractor prepares handover documents and Test Procedures to enable AP EPC to achieve acceptance from the Employer and involved Stakeholders. · Ensure the EPC and Subcontractor prepares start-up, commissioning, and test procedures in accordance with the Project Documents as well as coordination with Hydrogen / Ammonia plant and Grid. · Review and provide comments to the EPCs for such procedures the Commissioning Engineer shall also proactively assist the EPC in meeting its obligations under the Contracts. · Supervise and witness on behalf of AP EPC Mechanical completion walk-downs, the pre-commissioning, plant start-up, commissioning, Performance, Capacity and Grid


Compliance tests, including checking suitability of instrumentation and advising on commissioning and Acceptance test results. · Coordinate with the Employer for witnessing of various steps of testing, commissioning and start up. Providing employer with the documentation for review and approval in a timely manner. Manage vendors trainings, · Visiting different sites to oversee the testing of equipment. · Review test results and prepare test reports to confirm compliance with technical specifications. · · Review documentation submitted by the EPCs and respond to ensure that the documentation correctly reflects the commissioning, testing and operational requirements of AP EPC, review of the procedures for acceptance and performance tests for compliance with contractual requirements. · Sign off and issue punch list items where necessary. · Witness the Performance Tests coordinating with Employer and ensure that they are completed successfully by the EPCs in accordance with the approved procedures. · Assist AP EPC with handover such as plant acceptance, verification of Project documents and assistance in settlement negotiations. · Coordinate with third parties regarding Grid interface and compliance, e.g. initial back-feed, synchronization and Acceptance Tests. · The coordinator shall perform weekly meetings with the EPCs with MOM’s.


5 Key Performance Measures


Specific results (quantitative and qualitative) that are expected of the appointee in any particular year are determined through a Performance Agreement.

7.Person Profile


Qualifications · bachelor’s degree in electrical engineering is a must. · Minimum of 7 years' work experience in large Solar, CSP, Steam Turbine Power Plant, CCGT Power & Water Plants. Skills and Demonstrated competencies. · Very well versed with EHSS practices and procedures: SIMOPS, PTW, LOTO, Working near energized equipment, Arc Flash Hazards. · Having Safety Certification would be a plus. · Proven experience and extensive knowledge in Testing, Commissioning & Startup of various types of Equipment including but not limited to EHV/HV/MV GIS, AIS, Power Transformers, Inverters (Central), Battery Energy Storage System, IDTs, Trackers, Robots, LV, UPS, HVAC, Batteries and Battery Charger. · Should have hands on experience on Cable (VLF) testing, Hipot, SFRA, C&DF, Protection Schemes Verification, Turnover Procedures, Turnover Documentation Preparation (TOPs), Commissioning Procedures Preparation and Review. · Experience of working effectively in a dynamic, cross-cultural environment and working with second language team members and should have excellent interpersonal, communication, teambuilding skills
