Project Overview:

Saudi Arabian Bechtel Company will provide executive project management consultancy services (including technical, commercial, and construction management) for the development of certain defined aspects of the NEOM Infrastructure in the Kingdom of Saudi Arabia. 


NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, and Jordan. It will cover a total area of 26,50 km2 (10,200 sq. mi) and will extend 460 km along the coast of the Red Sea. NEOM will be the home and workplace to more than a million residents from around the world. It will include towns and cities, ports and enterprise zones, research centers, sports and entertainment venues, and tourist destinations. As a hub for innovation, entrepreneurs, business leaders, and companies will come to research, incubate, and commercialize new technologies and enterprises in groundbreaking ways.




Job Summary:

In this role, you will lead a high-performance team to develop and manage complex Environmental, Safety, and Health (ES&H) project programs. You will assist functional leads to ensure requirements are properly integrated and be responsible for overall project ES&H execution. Your leadership will help achieve ES&H performance expectations, compliance, and continuous improvement. #LI-AR2




Major Responsibilities:
  • Supervises an Environmental, Safety, and Health (ESH) program on a project inclusive of technical and administrative aspects; compliance activities; and processes and plans associated with all three ESH disciplines (including medical).
  • Supervises EHS personnel and facilitates their development through assignments, coaching, and mentoring.
  • Assures that ESH requirements are properly interpreted and integrated in planning documents, design criteria, construction and operational plans, schedules, training programs, and subcontract documents.
  • Applies Bechtel’s ESH Management System and standards to achieve, maintain, and continually improve EHS program execution.
  • Assures support within ESH teams and to Engineering, Construction, Commissioning, Operations, Legal, Contracts, Procurement, Management, and other functions regarding ESH requirements.
  • Manages budgets, schedules, and resources for interpreting and implementing ESH requirements, evaluating risks, and developing suitable plans and methods for a robust ESH program.
  • Helps write and oversees implementation of Environmental Management Plans, Safety and Health Management Plans, and other ESH plans in compliance with Bechtel’s ESH Management System, standards, and contract and regulatory requirements.
  • Establishes ESH emergency preparedness planning and confirms the investigation and resolution of ESH incidents.
  • Conducts assessments and inspections, and participates in audits, to confirm ESH compliance with contractual commitments, laws and regulations, environmental permit requirements, and Bechtel standards.
  • Confirms that environmental permitting, specialized studies, assessments, reports, and regulatory submittals are completed as required.


Education and Experience Requirements:

Requires a Bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 14-17 years of relevant work experience.




Required Knowledge and Skills:
  • Advanced knowledge in a field of science, safety/industrial engineering, or related discipline.
  • In-depth knowledge of national and international safety/health laws/regulations and regulatory agencies’ processes and responsibilities, industry standards for safety/health performance, and best management practices for minimizing potential safety/health hazards during project execution.
  • Working knowledge of safety/health enforcement processes in countries where projects currently exist and experience in industry-specific safety/health programs and performance standards of financial institutions (e.g., World Bank, International Finance Corporation).
  • Proficiency in managing safety/health organizations/programs and supervising technical staff.
  • Knowledge of engineering/scientific systems, methods, and work processes.
  • Knowledge of marketing and business development process and activities to identify and appropriately address safety and health-related risks for bid decisions and in responding to new work proposals.
  • Advanced understanding of construction planning and execution.
  • Experience in managing and/or providing technical oversight of safety/health subcontractors or consultants.
  • Experience in safety/health assessments/inspections during construction.
  • Experience in developing and implementing safety/health awareness training programs.
  • Knowledge of Bechtel’s organization structure, functions, and administrative procedures.
  • Strong organizational and leadership skills.
  • Excellent written and oral communication skills.
  • Bachelor of Science degree in life sciences (e.g., biology, public health) or physical sciences (e.g., chemistry, physics), or in engineering from an accredited college or university or equivalent work experience.
  • Safety/health-related certifications from national/international accrediting organizations/associations.
  • Prior practical work experience in office settings (e.g., managing safety/health programs, budgets, and staff) and field based programs (e.g., construction execution and/or operating facilities) performing the responsibilities listed above.
