ROLE OVERVIEW



To organize, direct and control the operations of the NEOM Public Health and Wellness in order to meet quality standards and delivery dates within the HWB regulations and methods



ROLE COMPETENCIES & ACTIVITIES


Policy and Standards Setting


  • Contribute to the design and implementation of NEOM HWB Authority strategic objectives and goals by developing an excellence approach to policy, standard setting and the execution of the regulations
  • Use standards to drive up quality, safety, efficiency and effectiveness across all areas of responsibility
  • Develop the policy and standard for public health and wellness at NEOM, ensuring collaboration with Health and Wellbeing (HW) Company and other NEOM sectors
  • Develop the Infection, Prevention and Control policy, standards and key performance metrics to continuously improve practice and outcomes
  • Develop the HWB Authority policy and standards to ensure an agreed, cross-sectoral approach to achieving the principles of health and wellness in all policies at NEOM
  • Develop the standards for commissioning essential public health services
  • Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
  • Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
  • To promote equality and inclusion across all regulatory provision through policy initiatives, personal example, open commitment, clear action and direction

Public Emergencies


  • Develop collaborative arrangements with NEOM sectors to support Base Economy Authorities in responding to public health emergencies in NEOM and throughout the Kingdom
  • Propose and participate in public health emergency training and simulation events with key internal and external stakeholders
  • Contribute to the Emergency Preparedness and Response planning at NEOM and for KSA collaborations.

System Co-ordination and Integration


  • Establish areas of collaboration on Public Health topics across Departments of NEOM Authority and sectors to improve health outcomes of the population
  • Establish key collaborations with KSA on Public Health Functions (including surveillance, vaccination, screening)
  • With the Director responsible for Social Care and Welfare and HW Company, lead on options for the integration of health and social care services and take forward the approved plans
  • Develop collaboration systems and processes with the Population Health, Health Insurance and Health Pricing and Coverage teams in HW Company to ensure the essential health insurance benefits are aligned with public health and prevention priorities

EXPERIENCE & QUALIFICATIONS


Knowledge, Skills and Experience


  • 15+ years in senior leadership positions in Public Health Agency / Department of Public Health
  • Extensive experience managing financial budget, implementing strategy, driving organizational change and collaboration across departments
  • Extensive experience devising and implementing effective communications and engagement strategies
  • Advanced analytical capabilities including qualitative and qualitative analysis
  • Advanced capabilities in Epidemiology
  • English language proficiency
  • Track record of securing documented improvements in public health and wellness
  • Evidence of research publication in public health or related peer reviewed journals and global conferences
  • Understanding of the NEOM vision and ability to translate this into regulations and rules

Qualifications


  • Relevant Bachelor's Degree
  • Essential Medical qualification, Master’s degree Public Health or Health Policy, PhD in a related area of practice , Specialist Training and/or appropriate experience of public health at operational and strategic level for example Specialist Registrar or Consultant Specialist accreditation.
