Role Overview
To organize, direct and control the operations of NEOM Health and Social Care Data Management in order to meet quality standards and delivery dates within the HWB regulations and methods.
Key Responsibilities
Policy and Standards Setting:
- Contribute to the design and implementation of NEOM HWB Authority strategic objectives and goals by developing an excellence approach to healthcare data management regulatory policy, standard setting and the execution of the regulations
- Further develop and implement the HWB Authority policy position on data sharing, in collaboration with other regulators and the Health and Wellbeing (HW) Company and the standards for implementation
- Develop and implement the data standards for biobanking working closely with Biomedical Research, the Biotech and HW Companies
- Develop and implement standards for world-class analytics to foster a culture of transparency and trust
- Develop and implement standards for data management and interoperability and use these standards to drive up quality, safety, efficiency and effectiveness across all areas of responsibility
- Develop, implement and update HWB Authority operational plans and oversee their implementation to take part in the realization of the envisioned future of NEOM
- Work closely with senior leaders in other sectors and with external stakeholders to raise awareness of HWB Authority values
- Collaborate with relevant NEOM staff members and leaders to identify required projects and initiatives that support the achievement of NEOM’s HWB vision
- Ensure a strategic and comprehensive delivery of expert services, systems and outcomes in support of NEOM’s HWB vision
Health and Social Care Data Controller Function:
- Act as the overarching data protection lead for the HWB Authority
- Establish the data controller function/s including providing subject matter expert advise on the content for secondary legislation, the operating model and the delivery solution
- Develop the processes necessary to promote and monitor compliance with data subject rights
- Ensure that the data controller function, takes responsible for ensuring processing meets the regulatory requirements in NEOM laws and regulations and where necessary the base economy laws that may apply
- Collaborate with HW Company on local areas of data controller responsibilities
- Ensure there is availability of easy to understand and up to date privacy information that must be provided to individuals at the time their data is collected as a policy directive
- Ensure there are effective and innovative governance arrangements in place to govern health and social care data
Health and Social Care Data Management Licensing and Authorization:
- Develop and implement the regulatory processes for the licensing of health, wellbeing, social care and biotech data and ensure that these are reviewed and improved as new evidence becomes available
- Design the approach to the secondary use of data, to ensure full compliance with regulatory requirements including NEOM Data Protection (DP) Authority
- Develop a technology enabled, customer-centric approach to user journey and technical requirements for each category of license
- Ensure there are effective processes in place to deliver all categories of licensing, including digital tools, third party resourcing, performance and user experience key performance indicators
- In collaboration with the NEOM DP Authority, NEOM HW Company and the base economy ensure that all licensing functions are agile, meet the needs of key stakeholders and are reviewed and updated as new global and local best practice becomes available
- Design and implement the HWB Authority cutting-edge approach to the regulation of emerging technologies to enable the HWB Authority to balance safety, speed, quality and cost effectiveness, including parameters/boundaries, evidence base etc., in collaboration with key stakeholders such as HW Company and NEOM Tax and Customs Authority
- Develop and implement the detailed processes for the identification, investigation and actions regarding non-compliance with licensing and standards, including enforcement actions and improvement recommendations
Compliance and Enforcement Regime:
- In collaboration with key stakeholders develop and implement the enforcement regime as a digital process that enables continuous and proactive monitoring of compliance to identify potential areas of non-compliance at the earliest opportunity, including early warning signals
- Develop a schedule of comprehensive essential standards as a compliance framework, that are to be used to assess the compliance of healthcare providers with licensing arrangements
- Ensure that the essential standards and the technical guidelines are reviewed and updated as new evidence of best practice becomes available
- Develop and implement a digitally enabled compliance framework which is focused
- Work closely with the DP Authority and Cyber Security Authority in NEOM ad the base economy on shared priorities
Staff, Contract and Financial Management:
- Help instill a culture of continuous development, guidance and performance within the HWB Authority team
- Take responsibility, in collaboration with other HWB Authority senior leaders, for building and maintaining a high-performance team, including full line management responsibilities for staff
- Participate in setting performance requirements and recruiting for key positions across the HWB Authority
- Set performance objectives, provide necessary support, evaluate / appraise staff and provide regular feedback on performance
- Promote a high-performance working environment embracing NEOM’s values
- Develop and implement a program of capacity development for staff
- Ensure that all services provided are high-quality, digitally enabled and based on global best practice, this incudes services that are provided by a third-party on behalf of the HWB Authority
- Lead the development process for service level agreement or other contractual mechanisms necessary to provide regulatory services on behalf as HWB Authority
- Ensure there are effective and transparent review processes in place to monitor the key performance metrics for the delivery of services provided by any third parties
- In collaboration with colleagues develop effective processes to oversee the collection and disbursement of all fees and fines
EXPERIENCE & QUALIFICATIONS
- 15 years plus working as a senior digital expert with a track record in improving quality, accuracy and the safe use of healthcare data
- Expert knowledge of data protection law and practices, and a detailed understanding of how health and biotech organizations process personal data
- Expert knowledge and experience in developing and implementing data governance arrangements
- Experience in developing clinical data standards and analytical skills to measure performance including qualitative and quantitative methodologies
- Expert level knowledge of data regulatory functions, including newer areas such as AI and large language models
- Expert level knowledge of data architecture and how to create a safe exchange of data to maximize the benefits associated with this data
- Expert level knowledge and experience in regulating cutting edge technologies and novel digital products
- Strong commercial acumen and an understanding of the complexities of managing a healthcare digital ecosystem, balancing safety, accessibility, innovation and contribute to financial sustainability
- Strong leadership skills and proven ability to simultaneously manage a wide number of different functional areas

- A proven ability to motivate staff and provide appropriate developmental opportunities that increase operational performance,
- MBA / Masters in Data or related area of study. Desirable: PhD or research post-graduate qualification, Clinical qualification
