Role Purpose


This role is responsible for supporting the strategy, policymaking, and data analytics function within DoLE. It is also responsible for undertaking related policy tasks including review and analysis of relevant labor data. The role may also require the performance of other tasks that may be directed by the line manager from time to time.



KEY ACCOUNTABILITIES & ACTIVITIES



End-State Responsibilities


  • Coordinate with DoLE teams to understand their research needs
  • Contribute to the development and continual improvement of the DoLE strategy
  • Collaborate with NEOM components where needed to ensure data needed by DoLE is collected
  • Collaborate with internal and external tech providers on designing data layers that will enable DoLE to access and analyze needed data with ease
  • Analyze data to assist with regulatory and policy development
  • Assist with the development of education and information materials for companies and workers on NEOM’s Labor Law and Regulations and how to become compliant with it
  • Support Head of Strategy in functions of strategic thinking, economic analysis, policy lab organizing and policy recommendations
  • Support all units within DoLE in administrative and other functions as directed by the Head of Strategy
  • Stay informed of existing labor market trends in the GCC region and identify best practices that could potentially be replicated in NEOM
  • Review and analyze data in the Enablon (internal reporting) system

BACKGROUND, SKILLS & QUALIFICATIONS



Knowledge, Skills, and Experience


  • Excellent organizational and planning skills, that will ensure work is effectively prioritized to meet deadlines
  • Excellent statistical/ qualitative research skills with knowledge of statistical methods, data collection and dissemination
  • Expertise in data analysis, including in common tools such as Excel, SPSS
  • Proficiency in data visualization tools
  • Proven ability to effectively cooperate with a range of teams, providers and stakeholders across functional areas
  • Excellent judgment and problem-solving skills
  • Ability to present complex information in a way that is accessible to a wide range of audiences
  • Advanced verbal communication skills; ability to articulate own thoughts, and ideas, and develop a point of view about own work
  • An interest in economic development and labor market-related topics
  • At least 3 years of experience in the areas of statistical and/ or data science role
  • Fluency in English and Arabic (preferred)

Qualifications


  • Bachelor’s degree in data science, statistics, public policy, political and social science, economics, sociology, law (preferable)
  • Other educational qualifications may be acceptable without a Bachelor’s degree depending on their relevance to this role.
