Job Summary:
Supervises cost estimating, analysis and control activities. Supports project organizational and administrative activities. Responsible for cost engineering, cost estimating, and cost analysis/control activities. Demonstrated skill in identifying, analyzing, and providing innovative solutions to cost engineering problems. Provides generally non-routine cost engineering guidance to projects. Ensures work is completed as scheduled. Identifies cost trends for management attention. May review invoices for correct collection of revenue.

Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers. Continuing contacts with Project Manager, project team members, and working and supervisory level personnel of other departments
Major Responsibilities:
Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures. Supervises the timely performance of cost control activities. Interfaces with designated Bechtel management and client counterparts for specific cost presentations. Prepares and presents cost engineering information to management/client. Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate by discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data. Supervises the collection, verification, and integration of work scope for all entities into a total project plan. Performs productivity analysis of Construction operations and verifies results. Establishes productivity basis to be utilized in estimates, as developed with the concurrence of Construction. Reviews labor estimates for reasonableness. Coordinates pricing structure or criteria to be used by each discipline or specialty to meet the objectives of the cost estimate. Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identification of areas of risk. Responsible for the development, maintenance and update of the Project Trend and Change Control Program. Responsible for the deployment of all essential tools to properly manage change control on the project. Plans, organizes, and supervises project cost budgets. Supervises the development, maintenance and update of the project cost and commitment (CoCo) dashboard and ensures that timely updates are provided to project management. Performs contingency analyses and works closely with the project Risk Management to reconcile project trend register and the project risk register. Develop contingency drawdown / release curves, as requested by project management. Supervises the estimating / cost engineering duties related to Bechtel services on the project i.e. job hours reporting, services cost reports, revenue and gross margin calculations, and supervises the preparing of the Project Financials Status Report (PFSR). Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency. Conducts personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.
Education and Experience Requirements:
Grade 26: Requires bachelor's degree (or international equivalent) plus minimum of 15 years of relevant experience. Grade 27: Requires bachelor's degree (or international equivalent) plus minimum of 17 years of relevant experience. The Cost Manager will be a key member of the project team and will report to the Project Controls Manager. Have previous Project Controls project experience within KSA or the wider Middle East and across a broad range of infrastructure projects. Show knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience. Show a working knowledge of change management; and Have experience of knowledge transfer and the development of local employees.
Required Knowledge and Skills:
Experience in performing, monitoring, and reviewing cost engineering functions, including cost estimating, cost control, financial reporting systems, and cost analysis, in the field and the home office. Statistical knowledge in the areas of sampling distributions, probability, and hypothesis testing. Knowledge in supervision, personnel administration, and training of technical and non-technical personnel. Demonstrated ability to plan, organize, direct, perform, review, and present cost engineering and cost estimating products. This includes planning and scheduling products independently with minimal supervision using a high level of professional judgment and knowledge related to technical planning and scheduling skills and engineering design and construction practices. Skilled in oral and written communication. Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel. Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
