The Jazan IGCC is the world’s largest IGCC and ASU facility producing 2100 MMSCFD syngas, 18,000 MT/Day Oxygen and 4 Gigawatts of power.  Facilities and assets include residue gasification, acid gas clean up (Rectisol), soot ash recovery, Sulphur recovery (Claus & Scot), combined cycle power plants, materials handling systems, hydrogen recovery, air separation, water utilities systems and wastewater treatment facilities.
 
The Role:
The candidate will be working in the Project Delivery group as Construction Manager, reporting to Senior Construction Manager, at the IGCC facility located in the Jazan Economic City (JEC) in the southwest portion of Kingdom of Saudi Arabia.  Project Delivery coordinates with and supports all functions to achieve a common goal of safe, reliable, and efficient commissioning, start up, and operations of the IGCC facility.  Experience in the execution of projects in a Brown Field, Power, Oil and Gas working environment with multiple SIMOPS during commissioning and start up is highly desirable.

The successful candidate will:
 


  • Actively supports all HSE initiatives on site and actively promotes a strong HSE culture.
  • Ensure that all HSE document Deliverables are submitted timely for reviews and approval for work to be proceed.
  • Attend Daily Toolbox Talks of Contractors on site and set the example tor all employees on the promotion of an active HSE culture and WALK THE TALK on all HSE matters.
  • Attend Weekly HSE Walkthroughs with the Contractors on various project sites, actively participate in all HSE initiatives and make safety part of the way of doing our job on site. Ensure the Projects entrusted with are executed / Constructed in a safe and timely manner within the approved budget
  • Ensure that an excellent Construction service is always rendered to JIGPC Operations Department with the efficient management of internal JIGPC as well as Contractor resources.
  • Ensure adequate and effective communication within and across the project team, internal and external stakeholders
  • Ensure that Project Folders are created for each project in his project portfolio and that folders are updated on a continuous basis.
  • Ensure technical and execution risks are identified and managed on a continuous basis.
  • Ensure that the Project Delay Register is updated on a weekly basis and that all delays are eliminated on a continuous basis.
  • Establish and maintain relationships with all JIGPC personnel, including Project Delivery, Operations, Engineering, and Saudi Aramco personnel to achieve success
  • Ensure progress status is transparent and accurately reported out on a periodic basis
  • Attend Weekly Progress Meetings with Contractors and ensure the submittal of Weekly Reports by all Contractors.
  • Ensure that all Areas of Concern as well as the reasons for the Negative Variance Analysis in Progress as mentioned in Weekly Reports, are actively pursued and that these problems are solved on a continuous basis to ensure continuous work front for Contractor.
  • Manage pro-actively all aspects on all four corners of Construction Execution namely HSE, Quality, Cost and schedule and report any deviations on projects by elevating any problems experienced
  • By managing backwards or upstream in the Project Execution Process, ensure that all engineering and procurement related deliverables and actions pertaining to the project is diligently executed and that procurement is done in a timely manner. Manage and update regularly the Procurement Register of all JIGPC and Contractor supplied material and equipment and initiate expediting and corrective actions where applicable.


Work Scope to be delivered:


  • The job involves a broad exposure to all disciplines, and it is expected from the Construction Manager to be suitably experienced in all disciplines relating to Construction execution from civil to instrumentation followed by Pre-commissioning, Commissioning and Start-up.
  • Construction Management skills to manage all direct reports, a diverse group of discipline engineers, Construction Leads, Contractor personnel and other stakeholders with confidence according to JIGPC procedures.
  • Display an in-depth knowledge of the construction activities of the various disciplines and associated construction methodology and best practices.
  • Execution and Construction Management of Projects in a brownfield environment to achieve the goals and objectives set by the business.
  • Using in-depth knowledge of the Constructability Process to lead Constructability Meetings and studies where required to generate innovative ideas for problem solving as well as giving guidance to Engineering, Procurement and Contractor.
  • Ensuring familiarity with the Work Pack concept as part of Constructability and actively support the generation and usage of Work Packages, where applicable.
  • Utilizing broad knowledge of and familiarity with Saudi Aramco Engineering Standards, Procedures, Best Practices and Inspection Procedures (SAES, SAEP, SABP and SAIP) and Materials Systems Specifications (SAMSS) as basis for all construction activities.


This position is accountable for the following end results:
 


Reports to the Senior Construction Manager as Construction Manager on assigned projects during FEL, DED, Construction and Commissioning phases of the project.  Coordinate with company Engineers and Contractor Engineers. Executes assigned projects in accordance with the Project and Construction Execution Plan and applicable Project Procedures and Standards.  Ensures that all work follows applicable Construction, HSE and Quality standards and procedures at all times. Ensure that the Engineering Work Pack of the Project, when it is received from Project Management, is fully complete and that all required information is included in such Work Pack. Ensure, as a minimum, that all material and equipment is available on site, or on order via a PO from JIGPC or Contractor, when Engineering Work Pack of Project is received from Project Management and that all required Engineering Deliverables are included. Leads a team of direct and indirect reports to deliver projects safely according to the agreed scope, budget and schedule.  Delivers value through the active usage of the Constructability Process with the 3D Model to generate alternatives to execute the project and ensure that all aspects regarding craneage, scaffolding, access, etc. have been properly evaluated during the Construction Process. Develop workarounds where the Construction Sequence is impacted by late delivery of material and equipment. Manages the interfaces between the various parties on the project including Engineering, Procurement, Contractors, Vendors, Operations, HSE and Quality. Leads the planning and execution of the field work in conjunction with – and under the leadership of - the JIGPC Construction Management Team. Ensures that the contractors are progressing within the agreed manhour budgets and in accordance with project schedule.  Reports any deviations and applies agreed corrective actions where required. Provides input to the project controls team for schedule reporting. Ensure that all scope changes are properly raised via the correct documentation and recorded to cover manhours and schedule impacts and coordinate the review of change order documentation.


PART 2: Candidate Requirements


Knowledge/ Skills/ Abilities


Work Experience:


  • Should have a minimum experience of 10 years in the Construction Management of Projects in power or oil/gas industries in a supervisory position
  • 3 years as Construction Manager (across disciplines)
  • Saudi Aramco experience preferred.

Essential Knowledge & Experience:


  • Should be familiar with the relevant Saudi Aramco / International Standards
  • Should be familiar with working conditions in the Kingdom of Saudi Arabia
  • Human relations skills (soft skills): alternative or combined skills in understanding, selecting, developing, influencing and motivating people is very important

Preferred Skills:


  • Previous experience as Constructability Manager
  • Previous experience as Construction General Superintendent


Education & Certifications:


  • Bachelor’s degree in mechanical engineering
  • Construction Management certification from any reputed body
  • PMP/PMI or any other management certificate is desirable
