Project Overview:

TROJENA (The Mountains of NEOM) will be an iconic, world-class destination, blending natural and developed landscapes and will offer unique experiences for residents and visitors alike.


Located in the northwest of Saudi Arabia in the region of Tabuk just 50km from the coast, TROJENA will be a destination like no other on earth. Based upon the principles of eco-tourism facilities will include a folded vertical village, a lake with water sports and event facilities, high altitude ski village, observatory, world leading health and wellbeing facilities and a nature reserve which will be home to unique wildlife, heritage sites and exploration opportunities. With over 3,600 hotel, 2,200 homes, 9 iconic buildings and 100 world class indoor and outdoor experiences Trojena will become the ultimate mountain destination. Bechtel will provide a full range of project management services to support the delivery of this iconic destination.

Job Summary:

Reporting to the Senior Claims Manager, manages the administration of contract claims on various packages for the SABCO NEOM Trojena Program. Activities will include, establishing and expanding NEOM processes and procedures for the management and administration of claims, receipt of claims and administration of the claim through the contractual cycle, determining the entitlement to time and or cost. Significant proactive engagement required with the customer, project management team, other departments, and stakeholders to enable successful alignment of the recommendation and to adhere to the requisite processes, procedures and the critical activities required to achieve a conclusion for the successful completion of the project.

Major Responsibilities:
  • Management and leadership of indirect reporting lines of contracts, project controls, other claims team members and other project and customer personnel to reach a common goal.
  • Production of a work product and ensure the same of all team members.
  • Review of contracts and claims related correspondence, reports and presentations and draft related correspondence.
  • Engage as part of commercial leadership with the customer and other team members to develop and align strategy, methods, and controls for a safe and successful work environment.
  • Participate, as appropriate, in delivery related meetings, working with the area team and directly supporting the teams on the status and resolution of variations, claims and other commercial issues (administration, reporting, close-out, etc.).
  • Self-performance of activities to support the program objectives.
  • Team management, guidance and development to effectively resolve change events, claims and disputes fairly including coordination with legal as may be required.
  • Performs and manages claims related matters to resolution, defining strategy and actions.
  • Team player that can direct and receive guidance and feedback. 
  • Development and implementation of process and procedures for the administration of claims.
  • Perform reviews of contract terms and conditions to highlight areas of risk, ambiguities, conflicts or deviations and the actions required.
  • Development and management of appropriate mechanisms to monitor compliance with contract terms and conditions.


Education and Experience Requirements:
  • 20+ years of relevant experience with 10+ years leading teams.
  • Requires bachelor's or master's degree (or international equivalent) in Business, Quantity Surveying, Law, Engineering or other appliable field.
  • Demonstrated leadership and teamwork capabilities suitable for managing a large team of many nationalities and backgrounds.
  • Proficiency in the formation and administration of major infrastructure projects.
  • Comprehensive knowledge of contract management and negotiations gained through education or experience.
  • Extensive commercial management knowledge.
  • Demonstrated capability to prepare and make presentations to customers, executives, leadership and project teams.
  • Working knowledge of engineering/construction industry contracting practices, applicable government and commercial regulations and practices, and Bechtel policies, procedures and work practices.
  • Extensive skill in working and communicating effectively, both orally and in writing, with other project functional groups, customers and stakeholders.


Required Knowledge and Skills:
  • Excellent communication and interpersonal skills required.
  • Coaching and mentoring skills required for knowledge transfer to colleagues to develop competency in the understanding of claims administration.
  • Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
  • Ability to manage priorities and take on additional evolving responsibilities with demonstrated experience providing direction/supervising a team.
  • Ability to work within an integrated Client/Bechtel team at multiple levels of seniority. Ability to work within a culturally diverse organization, recognizing and respecting differences.
  • Professional Membership (MRICS, MCIOB, AACE, PMP), preferred.
