Project Overview:

Jubail is one of Bechtel’s most remarkable achievements—a city built from the sand up, requiring vast resources and logistical planning on an unprecedented scale. It the biggest civil engineering project in modern times—and it's getting bigger. Bechtel has managed the Jubail project, located in the Eastern Province of Saudi Arabia, since it began in the mid-1970s. Bechtel serves as the Management Services Contractor (MSC), or “owner’s representative” for our client, the Royal Commission (RC). We are the Engineering, Procurement, and Construction (EPC) managers, managing design submissions from local AE firms, and overseeing the actual construction work being performed by local contractors and sub-contractors in Jubail and Ras-Al-Khair Industrial Cities. In June 2021, Bechtel’s contract with the Royal Commission was renewed for another 5 years with work focusing on building new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings, mosques, schools, hospitals, sports facilities, clinics, universities, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more. 




Major Responsibilities:
  • Provide Business Continuity management recommendations and advice to develop Business Continuity plans to address the risks to Royal Commission facilities and services and identify weaknesses and ways to address them.
  • Ensure Royal Commission Business Continuity Plans and policies for Business Continuity are maintained and developed in alignment with current ISO 22301:2019 Certification.
  • Work with stakeholders to provide advice on Business Continuity plan requirements.
  • Assist in developing and writing Department and Sector Business Continuity plans and support relevant training, exercise and learning opportunities
  • Support the development and maintenance of Business Impact Analyses.
  • Carry out field trips to look for any Business Continuity gaps in the Royal Commission's capabilities and establish the appropriate solutions and submit recommendations and observations to the head of the department.
  • Maintain records and database of Business Continuity plans including audit, review and recommendations for improvements to ensure all plans remain valid.
  • Identify and make recommendations of opportunities to enhance Business Continuity capabilities using best practice.
  • Coordinate and communicate with the appropriate authorities as assigned by the head of the department.
  • Provide the appropriate authorities with any required information about the Royal Commission’s Business Continuity capabilities as instructed by the head of the department.
  • Work with and across all sections of the crisis and disaster management department to ensure continuity of services.
  • Assist in the development, design, delivery of training and exercises to test Business Continuity plans and capabilities including all learning lessons processes. #LI-AR2


Education and Experience Requirements:
  • Bachelor's degree from an accredited institution.
  • Some experience, 1-3 years of Business Continuity experience is essential.
  • Have good written, verbal and interpersonal skills.
  • Ability to balance work requirements from multiple sources.
  • Ability to work within a culturally diverse organization, recognizing and respecting differences. 


Required Knowledge and Skills:
  • Some experience, 1-3 years of Crisis and Disaster Management is desirable.
  • Member of an internationally recognized international Business Continuity accredited organization is desirable.
  • Competent in the use of Microsoft Office applications, including Work, Excel and Powerpoint.
  • Knowledge of BC regulatory codes.
  • Ability to manage priorities and take on additional evolving responsibilities.
  • Good presentation skills in the delivery of training to a diverse audience is required.
