Job Description

JOB PURPOSE

To lead the strategic sourcing efforts, encompassing market research, sourcing initiation and execution, contract drafting and PO issuing to ensure efficient procurement processes and optimal supply chain outcomes.

 

ROLES AND RESPONSIBILITIES

 

Bid Sourcing Strategy Development and Implementation

  • Manage purchase requests for completeness and accuracy.
  • Determine suitable sourcing routes based on factors like urgency, complexity, and cost.
  • Implement and create strategies for different categories using various approaches.
  • Oversee the design tendering process, from creation to evaluation.
  • Manage and implement the Bid Management directorate’s strategy and roadmap in alignment with the Business Development Division’s strategy.
  • Establish the Bid Management directorate’s plans and provide input to the division’s goals that support its overall strategic plans.
  • Collaborate with directors in other divisions to identify required initiatives to meet future business demands.
  • Manage and drive the achievement of the Bid Management Section’s strategy, objectives, and KPIs within the accountabilities of the Business and Bid Management Division.
  • Manage and maintain regular reports on the Bid Management directorate’s progress and outputs to be shared with relevant stakeholders in line with reporting requirements.

 

Process Management

  • Develop and oversee the implementation of the Bid Sourcing department’s policies, procedures, and controls covering Bid Sourcing so that all relevant procedural/legislative requirements are fulfilled while delivering high-quality and cost-effective results.
  • Lead and direct the management of changes through continuous improvement of the Bid Sourcing department’s systems, processes, and practices considering leading practices, changes in international standards, and changes in the business environment which demand proactive action plans.
  • Monitor day-to-day activities to ensure compliance with stipulated policies and procedures.
  • Oversee the development and implementation of Service Level Agreements (SLAs) with other functions, if needed.

 

People Management

  • Help instill a culture of development, guidance, and performance within Bid Sourcing department.
  • Guide, mentor, and develop the Bid Sourcing department’s team to take on larger and more complex responsibilities.
  • Identify and recruit key talent for Bid Sourcing department
  • Provide clear top-down communication to employees and bottom-up feedback to the top management.
  • Set performance objectives, provide the necessary support, evaluate/appraise direct reports, and provide regular feedback on performance.
  • Establish a high-performance working environment.

 

Planning and Strategy

  • Design and implement the Bid Sourcing department’s strategy and roadmap in alignment with the Business Development Division’s strategy.
  • Establish the Bid Sourcing department’s plans and provide input to the division’s goals that support its overall strategic plans.
  • Collaborate with managers in other divisions to identify required initiatives to meet future business demands.
  • Manage and drive the achievement of the Bid Sourcing department’s strategy, objectives, and KPIs within the accountabilities of the Engineering Supply Chain Division.
  • Prepare and present regular reports on the Bid Sourcing department’s progress and outputs to be shared with relevant stakeholders in line with reporting requirements.

 

Budget Management

  • Manage Bid Sourcing department’s budgeting cycle and provide input to the overall budgeting process.
  • Manage the Bid Sourcing department’s effectively within budget, and report accurately on progress made and challenges encountered.
  • Formulate initiatives that result in a positive financial impact for Bid Sourcing department and mitigate financial and operational risks.
