Project Overview: Saudi Arabian Bechtel Company (SABCO) has worked as the management services contractor directly with our client, the Royal Commission for over 40 years. We are the Engineering, Procurement, and Construction (EPC) managers working in an integrated customer organization. We are responsible for planning and managing the design production by the AE workforce of over 1000 through more than 20 Technical Service Contracts that we administer. We also provide engineering support through the construction phase.
Generally, we manage over 100 projects at any point in time, ranging from: new residential communities, iconic buildings/ bridges, major site preparation, commercial buildings mosques, schools, hospitals, sports facilities, clinics, a new 30,000 student university, utility services and infrastructure (electrical sub-stations, lift stations), roads and highways, port & pipeline expansions, and more.
Job Summary: The Area Safety Engineer reports to the Lead Safety Engineer or the Project ESH Manager. Conduct project wide ES&H initiates, including but not limited to: vehicle inspection campaigns, focused assessments of contract work site: work at height safety, chemical storage, traffic & pedestrian management, environmental inspections, scaffold, PPE, excavations etc. Provides technical support & review of client contactor method statements and risk assessments. Provide technical ESH supports to construction department and client contractors. #LI-AR2
Major Responsibilities:
- Conduct project wide ES&H initiates, including but not limited to: vehicle Inspection campaigns, focused assessments of contract work site: work at height safety, chemical storage, traffic & pedestrian management, environmental inspections, scaffold, PPE, excavations etc. Provides technical support & review of client contactor method statements and risk assessments.
- Provides safety technical support and assistance to contract projects during site visits.
- Participates in meetings with customers, project construction colleagues, and client contractors/subcontractors to advise them of safety requirements that may affect ES&H during the scope of the works.
- Provides recommendations and input for revising safety procedures, work processes, and other improvement measures.
- Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H Manual. Provide detailed reports on corrective actions.
- Produce training presentations and deliver training when required to.
- Take on additional duties as when given by the Lead Safety Engineer and Project ESH Manager.
Education and Experience Requirements:
- College/University degree in a subject relevant to Management of ESH from an accredited college or university.
- Minimum 2 years of relevant work experience in construction industry and/or prior work experience in related fields leading to a thorough understanding of the role requirements as listed.
- Must be able to demonstrate experience of implementing all aspects of Construction ESH Management.
- Conducts safety inspections/assessments of project construction activities to monitor compliance with applicable safety and health requirements including contractual commitments, permits, and the project’s ES&H plan.NEBOSH / International General Certification preferred (or similar internal recognized ESH certification).
- Experience working with construction contractors to ensure related ESH standards are understood and complied with.
- Knowledge of hazardous materials and physical risk exposures and Personal Protective Equipment standards as well as People Based Safety (behavioral safety) processes and procedures.
- Experience in managing and/or providing technical oversight of safety and/or health subcontractors or consultants.
- Experience in safety inspections/assessments during construction
- Knowledge of engineering and construction systems, methods, and work processes.
- Knowledge of national and international environmental laws/regulations and industry standards for environmental compliance, and best management practices for minimizing potential environmental impacts during project execution.
- Knowledge of engineering and construction systems, methods, and work processes.
- Knowledge of construction planning and execution.
- Experience in environmental monitoring and compliance inspection during construction.
- Knowledge of hazardous materials and waste management, erosion and sediment control methods, and restoration techniques.
Required Knowledge and Skills:
- Must be able to demonstrate excellent communication and interpersonal skills to explain ESH related work processes and standards to contractors.
- Prepare ESH training presentations and deliver training sessions when required.
- Ability to work within a culturally diverse organization, recognizing and respecting differences.Self-motivated individual with good leadership skills and experience and the ability to influence without authority.
- Demonstrated ability to influence key stakeholders to make critical decisions where required.
- Ability to work within an integrated RC/Bechtel team at multiple levels from working level to Project Manager level.
- Able to communicate effectively when delivering presentations to diverse groups from senior managers to workers in the field, cognizant of the different learning abilities to ensure key messages are effectively received.
