  • Job Purpose:

    The Area Construction Manager (ISBL - Inside Battery Limits) is responsible for overseeing and managing the construction activities within the ISBL area of the project, which includes the core process units and systems within the boundaries of the plant or facility. This role ensures that all construction work is performed according to the project scope, schedule, budget, quality, and safety standards. The Area Construction Manager will lead and coordinate construction teams, subcontractors, and other stakeholders to ensure successful execution of the project within the ISBL area.


  • Key Responsibilities:
    1. Construction Planning and Execution:


      • Develop and implement the construction strategy for the ISBL area, ensuring alignment with overall project goals and timelines.
      • Lead the construction team in the execution of all ISBL construction activities, including civil, mechanical, piping, electrical, and instrumentation work.
      • Oversee the implementation of construction methodologies, work schedules, and manpower resources to meet project milestones.
      • Ensure that construction activities are carried out in compliance with project specifications, industry standards, and local regulations.
    2. Team Leadership and Supervision:


      • Lead and manage a team of site supervisors, engineers, and laborers, ensuring they are adequately trained and follow safety and quality protocols.
      • Provide direction and support to construction teams and subcontractors to ensure effective and safe execution of work.
      • Conduct regular team meetings, ensuring clear communication of objectives, progress, and challenges.
      • Monitor performance and provide feedback to ensure productivity, efficiency, and high standards of work.
    3. Health, Safety, and Environmental Management:


      • Promote and enforce a strong safety culture, ensuring compliance with the Worley's health, safety, and environmental (HSE) policies and regulatory requirements.
      • Lead by example in safety practices and ensure regular safety inspections, tool-box talks, and hazard assessments are conducted.
      • Investigate any incidents or accidents, ensuring root causes are identified and corrective actions are implemented to prevent recurrence.
      • Ensure the ISBL construction area is managed in an environmentally responsible manner, adhering to environmental regulations and best practices.
    4. Schedule and Cost Control:


      • Develop and manage the construction schedule for the ISBL area, tracking progress and ensuring timely completion of work.
      • Identify potential delays or risks to the schedule and implement corrective actions to mitigate any impacts on project deadlines.
      • Ensure that all construction activities are carried out within the approved budget and manage costs effectively to avoid overruns.
      • Review and approve resource requirements, including labor, materials, and equipment, to ensure that project requirements are met.
    5. Quality Control and Assurance:


      • Ensure that all construction work in the ISBL area meets the required quality standards and complies with engineering specifications and drawings.
      • Coordinate and oversee inspections, quality audits, and testing activities to verify the quality of work.
      • Address any non-conformance issues and work with subcontractors and the quality team to implement corrective actions.
    6. Coordination with Project Stakeholders:


      • Act as the main point of contact for the construction activities in the ISBL area, coordinating with project managers, engineering teams, procurement, and other departments.
      • Communicate regularly with the Project Manager and senior leadership to report on progress, issues, risks, and changes in scope or schedule.
      • Coordinate the work of subcontractors and suppliers, ensuring timely delivery of materials and services.
      • Liaise with design and engineering teams to resolve technical issues or changes in design that may affect the construction process.
    7. Documentation and Reporting:


      • Maintain comprehensive records of construction activities, including daily reports, progress updates, and material usage.
      • Ensure that all documentation related to construction activities is accurate, up-to-date, and compliant with project requirements.
      • Prepare and submit regular progress reports to the Project Manager, highlighting key milestones, risks, and issues that require attention.
      • Ensure that all work is documented, including handover packages, as-built drawings, and commissioning support documentation.
    8. Risk Management:


      • Identify potential risks to construction schedules, safety, and quality within the ISBL area and develop mitigation strategies.
      • Proactively address challenges that may arise during construction and escalate issues to the Project Manager as needed.
      • Ensure that any design changes, scope changes, or unforeseen conditions are assessed and appropriately managed to minimize delays or cost impacts.
Qualifications:
  • Education:


    • Bachelor’s degree in Civil Engineering, Mechanical Engineering, Construction Management, or a related field (required).
    • Advanced certifications in project management (e.g., PMP) or construction management (e.g., CCM) are preferred.
  • Experience:


    • Experience in construction management in a supervisory or leadership role within the industrial or process construction sector.
    • Extensive experience in managing ISBL construction activities, particularly in large-scale industrial, petrochemical, or energy projects.
    • Proven experience in handling the construction of process units, utilities, and infrastructure in the ISBL area.
  • Skills and Competencies:


    • Strong knowledge of construction practices, methodologies, and regulations, especially within the industrial or process plant sectors.
    • Expertise in managing schedules, resources, and budgets on large, complex construction projects.
    • Excellent leadership, communication, and interpersonal skills to manage teams and coordinate with stakeholders.
    • Strong problem-solving and decision-making abilities, with a proactive approach to managing risks and challenges.
    • Deep understanding of health, safety, and environmental regulations and best practices.
