NATURE & SCOPE


The Inspection Engineer will provide day to day plant Inspection and technical support to the Jubail Sites to ensure safe, reliable, and efficient operations. Plant inspector will report and works under direction of Pressure System Engineer.


The role identifies, supports, and executes productivity initiatives for the Jubail facilities. The facilities range across multiple technologies such as Air Separation (ASU), Steam Methane reformer (HYCO), and CO2, along with ancillary equipment to support the facility. The role supports the Plant Support teams in providing similar services to our joint venture partners, sale of equipment and new customers as required.


The position will  implement the necessary systems and measures to support Middle East Operations requirements, technical standards, quality processes, and plant and equipment maintenance. As a member of Asset Integrity team, the Plant Inspector will interact routinely with plant operations, maintenance, construction and engineering personnel to provide “hands-on” field-Inspections & troubleshooting support, instructions, and technical guidance related to the site’s Pressure Systems & Equipment including: quality control, Pressure Vessels, Columns, Heat Exchangers, Process Piping, Valves, Storage Tanks, Vaporizers, Pipelines, and Relief Devices. The Plant Inspector will support to develop, implement, and manage a comprehensive mechanical integrity program centered on reliability-based methodologies. The position emphasizes teamwork, communications, organization, change management, work process optimization, planning, leadership, and hands-on technical skills with comprehensive knowledge across inspection disciplines.


The incumbent will work to coordinate and utilize in the most effective manner the available operating and technical Pressure Systems & Equipment resources available globally to support the existing operations as well as new installations or modifications led by Project Engineering or the Global Engineering & Manufacturing Organization. 


PRINCIPAL ACCOUNTABILITIES


Safety


  • Provide & maintain a safe work environment for self & others. Employs good housekeeping methods and demonstrate leadership with all company & industry safe work processes to prevent injuries. Ensure proper documentation is maintained for safety related activities.
  • Ensure the safety of all operations personnel by utilizing the Air Products Qudra Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc. The position provides technical support for executing, organizing, and auditing the safety systems, to build the Air Products safety culture into the APQ organization.
  • Participate in meetings held by government departments which are responsible for the supervision of safety, environmental and fire protection, public security, implementing and executing relative requirements within APQ.
  • Assist in the certification and mandatory regular inspection of special equipment, lightning protection and grounding, toxic and flammable gas detection.
  • Participating in the major turnarounds & project activities of company facilities, ensuring the safety during this process
  • Coordinate employee safety committee meetings & programs and actively encourage employee participation and accountability in safety management programs.
  • Support in HSSE procurements process
  • Complete the assigned BSP on time.
  • Perform other duties as assigned.

Technical:


  • Inspects plant stationary equipment by entering into vessels, tanks and towers, during shutdowns/ Turn around, to check condition of equipment. Includes noting observations on cracks, pits, thinning and any other pattern of erosion, corrosion and other interior failure. Makes interpretations of findings, analyses for failure, prepares report and issues recommendations.
  • Conduct on stream inspection for equipment condition monitoring.
  • Conducts periodic inspections accordance with pre-established programs and procedures including witnessing of testing on all existing static surface facilities including pressure vessels, tanks, piping systems and associated structures/ accessories for purpose of determining integrity and suitability for continued safe and reliable service.
  • Maintain inspection files and records system and prepares for repair or replacement of equipment based upon analysis of inspection results.
  • Witnessing pressure relief valves testing & calibration.
  • Lead the baseline thickness measurements task for both static equipments and piping.
  • Review of welding documents as welding procedure specification (WPS) with its related requirement procedure qualification record (PQR) as per ASME SEC IX.
  • Maintain responsibility for the long-term Pressure Systems & Equipment planning and support with respect to mechanical integrity testing frequency, operational changes, and preventive maintenance.
  • Provide support & guidance during the construction/buybacks of the plants.  Maintain accurate document control and monitor quality assurance initiatives. 
  • Provide guidance to ensure reliability and maintainability of equipment, processes, utilities, facilities, controls, and safety/security systems.
  • Perform Inspections and provide technical support services in the new installation, existing plant modifications, on-going operations, and continuous improvement and maintenance activities for the facilities.  Ensure the activities related meet legal requirements and comply with Air Products safety and technical standards.

Operations


  • Complete the all assigned PM (Preventive maintenance) and CM (Corrective Maintenance)  tasks on time with appropriate reports and check list.
  • Maintain the test reports , check lists , Inspection history done during shutdowns and turarounds.
  • Ensures repairs for static equipment’s done as per governing stds
  • Ensure the safety of all operations personnel by utilizing the Air Products Basic Safety Practice program, which includes Safety Work Permits, LOTO, Confined Space, etc.  The position provides technical support for executing, organizing, and auditing the safety systems, to build the Air Products safety culture into the MEET organization.
  • Provide Pressure Systems & Equipment Inspection support to operations in order to effectively operate the ASU, HYCO, and CO2 facilities in Jubail to meet the customer’s satisfaction on safety, reliability, product quality, and flexibility of product supply while in compliance of contractual requirements.
  • Ensure Air Products Qudra standards, global best practices for EH&S, productivity, reliability, quality, and overall customer services are met
  • Provide Inspection support during Shutdowns/turnarounds.
  • Establish & maintain a relationship with the local inspection bureau, maintain relevant statutory, regulatory, technology standards, and code information consistent with APQ plant operational objectives.
  • Establish & maintain compliance with all company and local regulations.
  • Support to Develop, implement, and manage a comprehensive risk-based mechanical integrity program for all Pressure Systems & Equipment.
  • Utilize predictive and other non-destructive inspection & test methodologies to identify and isolate inherent reliability problems.
  • Support to Develop repair procedures & inspection plans and provide technical guidance to plant operations, maintenance, and engineering personnel regarding Quality Assurance (QA) inspection types and methods.
  • Maintain expertise in existing and new technologies associated with the inspection of pressurized systems (e.g. Shear Wave, Eddy Current, Acoustic Emissions)

Repair & Maintenance:


  • Establish & maintain close working relationships with operations and maintenance personnel to continuously monitor & evaluate plant Pressure Systems & Stationary Equipment.
  • Support to Develop, implement, and manage a comprehensive Pressure Systems & Stationary Equipmen risk-based maintenance and inspection plans. Provide appropriate technical guidance and detailed instructions to schedule, execute, and monitor compliance of plans.
  • Develop and implement inspection, weld mapping & test plans for operation of Pressure Systems & Equipment systems & equipment during fabrication / installation / repair activities.

EDUCATION & EXPERIENCE


  • Mechanical Engineering graduate (BSME) or Diploma in Mechanical Engineering with >10 years of relevant experience in chemical / refinery / gas plant maintenance / inspection / engineering.
  • Certified in NDT Level-ll, API 510 , API 570 ,AWS-CWI or CSWIP 3.1. Strong Advantage for having API 653 and API 936.
  • Additional experience in plant maintenance, pressure vessel repair, heat exchangers, machinery, process safety, mechanical integrity and work process management a strong plus.
  • Working knowledge of the ASME and ANSI codes for design, inspection, and repair.
  • Working knowledge of piping and pressure vessel design & materials compatibility. 
  • Working knowledge of welding procedures, qualifications, inspections, and quality assurance. 
  • In depth knowledge and experience in inspection & testing techniques for pressure vessels, heat exchangers, storage tanks and piping.
  • Proficiency in English speaking and writing.
  • Good interpersonal and teamwork skills with the ability to communicate clearly and effectively throughout all levels within the organization.
  • Knowledge and understanding of local statutory / regulatory inspection requirements.
  • Fluent in both Arabic & English langauges.

  • Strong Inspection report writing skills.
  • Highly dynamic & effervescent professional with rich & productive experience in Quality Assurance and able to deliver service in Quality.
  • Committed team player with flexible in approach.
  • In-depth ability to read technical drawings and specifications
  • Strong and effective coordination with pressure system engineer.
  • Strong problem solving and analytical skills are a pre-requisite
