Job Description
Role Summary
The Senior Delivery Planning Engineer is to be part of the Area team whose main responsibilities is to provide project control support to assigned programme management teams, performing various planning and scheduling activities through the life cycle of the projects phases.
The Senior Delivery Planning Engineer must be familiar with the requirements for the entire life cycle of project delivery to include project planning, design, tender, construction, operations, and decommissioning.
The role will involve working closely with Area delivery teams to ensure that Project Controls information relating to scope, schedule and status is accurate, timely, and supports effective decision making.
Responsibilities:
GENERAL
Planning, scheduling & monitoring tasks related to Projects within the assigned area portfolio.
Preparation of the area monthly report as may deemed necessary by Programme Control Specialist.
Provide guidance and direction for the resolution of project control and project management issues as they arise.
Provide regular summary reports to the Program Management and Area team to provide awareness of key project parameters, and assist with exceptions.
Develop, maintain and update of master schedule for the projects.
Performing analysis, progress monitoring and reporting.
Evaluate/review the GEC’s progress reports.
Review, check and recommend for approval/disapproval of GEC’s submitted schedules.
Gathering and analysing critical project performance information, investigating variances and recommending corrective action.
Provide training and workshops for the new joined GECs control mangers/teams to emphasise their reporting methodology should follow the reporting client standard and project brief.
Propose and develop continuous enhancement tools for the reporting process to ensure the efficiency of the reporting.
Perform any other duties and responsibilities as and when directed by the Contract Expert 1.
CONSTRUCTION CONTRACT CLAIMS
Processing of Contractor’s EoT & Cost Claims including preparation of recommendation reports and compilation of all relevant data.
Providing guidance to GEC and Contractor towards claims preparations and submittal.
Providing guidance to Owner wrt EoT strategies vis-à-vis achieving progress and reducing the risk of prolongation / disruption costs.
Proposing alternate methods and concepts of EoT, Concurrent Delays, Prolongation, Disruption claims processing with Owner’s agencies and GECs to facilitate claims processing.
Following up with Contractors / GECs to address issues impacting progress and timely submission of Contractor’s claims Coordinating with GEC key staff towards determination of culpabilities and relevant issues related to cost recovery.
CONSTRUCTION DURATION ASSESSMENT TOWARDS TENDERING
Assessment of Construction duration of projects to be tendered.
Providing guidance to GEC counterparts wrt planning and construction issues / constraints /provisions etc. to be considered towards such assessment.
Providing guidance to GEC planning and PMs wrt information and details required towards acceptable submittal.
Debriefing management and presenting justifications towards the assessed duration.
Processing of letters / justifications / presentation regarding assessed durations and conditions and assumptions underlying said assessment.
Conceptualize and present strategies to reduce durations / disruption / costs as relevant meet PWA’s strategic objectives for specific projects.
CONSTRUCTION PLANNING
Review of GEC recommendations wrt Contractor’s Baselines, Revised baselines, monitoring programs etc.
Providing guidance to Contractor and GEC supervision teams on development and updating of schedules and monitoring programs
Providing guidance on development and use of updates towards claims programs and schedule requirements towards preparation of claims documentation
Monitoring construction progress and attending meetings to address issues relevant to recovery programs, change management, relevant documentation, implications for future claims, calculation of earned value, cost reconciliations etc. towards bringing accuracy to controls data and addressing issues towards timely completion.
Preparation and processing of reports, letters, notifications and responding to Contractor’s concerns related to planning and progress issues.
Providing guidance to GEC representatives on site regarding possible approaches for recovering the schedule subject to cost / quality / safety implications.
Development and updating of multiple trackers pertaining to Constructions claims, key dates and progress data.
Preparing various reports related to projects in construction on an as-needed basis.
Providing guidance to the GEC / Contractor’s planning - QS teams in preparation of detailed weekly construction dashboards.
Author and review Contractual letters related to construction claims, planning.
GATEWAYS
Forecasting in tandem with GEC /PMs/CEs.
Follow up with GEC staff for timely preparation of all documents towards Gateways
Act as a focal point wrt Preparing / Correcting / Editing slides and documentation, and checking the accuracy of data on slides to expedite the process to meet deadlines.
Providing guidance to GEC PMs on formats, upcoming gateways, approaches etc. required for a successful approval.
PROGRESS REPORTS
Providing high-level supervision on the preparation of MPR materials.
Coordinating with the GEC to check the progress / dates and other planning data being reported by the ADT towards the MPR.
Coordinating with ADT to ensure timely completion of all materials to be submitted towards MPR.
High-level auditing of the GEC’s / Contractor’s MPR on monthly basis.
Qualifications
Minimum 15+ years' experience in contracts management, preferably in the construction or engineering sector.
Bachelor's degree in a relevant Engineering field, Civil Engineering, or Construction Management. Master's degree in a related field is advantageous.
Extensive knowledge of contract law, procurement processes, and commercial practices in Qatar.
Proven experience in managing complex engineering and construction contracts.
Strong understanding of Public Works Authority (PWA) contract and procurement procedures.
Excellent analytical and problem-solving skills with attention to detail.
Outstanding negotiation and stakeholder management abilities.
Proficiency in contract management software and Microsoft Office suite.
