Job Description

We are looking for a Ruya Batch 1 Senior Contracts Engineer for one of our clients with the following details:  


Location: Offshore - Qatar


Start Date: Nov 2024


End Date: Oct 2026


Work Status: Rotational 28 days ON / 28 days OFF


Qualifications & Experience Required


  • Bachelor’s or master’s degree in engineering or equivalent
  • Graduate with a good level of project control and services understanding, with around 10 years’ diverse experience in onshore/offshore oil & gas projects preferably in contracts and planning.

Job-Specific Skills (Generic / Technical):


  • Certification in lean management preferred.
  • Fluent in English (speaking and writing) with sound communication skills.
  • Good knowledge of MS Office.
  • Working knowledge of project control tools specifically Primavera, SAP.

Activities


  • Promote & comply with applicable safety instruction and other Company HSE procedures in all activities.
  • Carry out work in compliance with Company values and policies, relevant laws and regulations, agreed Company priorities and objectives, Company standards and procedures and good industry practices.
  • Treat all information obtained during course of the work with confidentiality.
  • Deliver work to short deadlines in high pressure project environment.
  • The Job holder must be willing to participate in crisis response training and to assist during emergency response situations if required.

General:


  • To administer Project Control organization in the Phase 3.1 Project.
  • To assist and support the PCM, MP in the management of the division activities.
  • To assist and support the Project Managers/Team Managers in the organization, management and control of the various projects.
  • Informing and reporting to MP senior management, MANCOM and Shareholders, as required.
  • Accountable for developing team strategy, setting objectives and monitoring performance.
  • Providing coaching and leadership of team members, ensure effective transfer of knowledge for the overall benefit of MP/company.
  • Communicate, collaborate and influence within the wider organization to ensure timely delivery of projects. MP focal point for legal, insurance, HR and finance.
  • Ensure all work carried out in compliance with company standard and policies, and support any associated audits, as necessary.

Contracts:


  • Contract Strategy development.
  • Identify potential claims and disputes and mitigate and manage settlement within the contract framework.
  • Contractually and commercially manage/negotiate all changes/change orders to company best interests and within contingencies.
  • Early identification and mitigation of major commercial and contractual execution risks, and defence of contractual claims.
  • To follow up on TAWTEEN (QP in country value initiative) during Phase 3.1 project execution.
  • MP focal point towards CPC/CPAC, including conducting all required presentations.
  • MP authority for C&P Policy, Standards & Procedures.
  • Act as focal point for guidance and leadership regarding contractual issues including managing commercial and contractual disputes.
  • Managing and maintaining positive safety-based relationships with key contractors.
  • Management of contract guarantees and bonds in close collaboration with Legal.

Planning:


  • To co-ordinate the planning and progress control activities associated with the establishment and management of the Project Integrated Schedule and individual contract Work Time Schedules.
  • Ensure contractor progress measurement in line contractual requirements and to company best interests.
  • To consolidate the overall progress through identification/follow-up of the critical path and analysis of main deviations incurred during the execution of the project, to review identified deviations and propose accurate measures or corrections.
  • To ensure participation and contribution to the CPY IOP plan.
  • Manage development, update and follow up of Phase 3.1 risk registers and risk assessments during execution phases.
  • Ensure and manage project schedule risk assessments carried at appropriate stage of execution to enable/support project management decision making.

Coordination, Communication and Reporting:


  • Develop communications protocols.
  • Identify, develop and implement project procedures for reporting.
  • Ensure Contractor reporting in line with contract requirements.
  • Co-ordinate and control the internal and external reporting to ensure appropriate content and quality of information and to liaise, as required with other Divisions, Partners/Shareholders and external authorities.
  • Developing and sustaining relationships with EPC contractor counterpart throughout project execution to ensure company is provided with timely and best available information and reporting to aid decision making.

Budget and Cost Control:


  • To ensure update of project LOP, cost control and forecast EFC.
  • To support PCM in the presentation and to defend the budget performance, as required.
  • To foresee timely accruals, closures and payments and commercial close outs of contracts.
  • Responsible for reviewing project changes evaluating cost impact, incorporating the effect and impact of approved changes into overall cost.
  • Ensure contractor compliance contractual payment terms and collaboration with finance/account payable for resolution of disputes.
  • Ensure EPC contractors invoicing and supporting documentation complete and meeting audit requirements.

Document Control:


  • To ensure implementation of company documentation management system on Phase 3.1.
  • To ensure archiving of final documentation and other documentation, including handover to end users, as required.
  • To support implementation of CPY Digital Twin initiative (Itools, E3D aveva etc) on Phase 3.1.

Human Resources:


  • Co-ordinate project workforce planning and resourcing, in close collaboration with Project Managers/Department heads.
  • To ensure timely mobilization of Phase 3.1 personnel during various execution phases and within sanctioned PMT budget values.

General Services:


  • To co-ordinate with General Services and other support services the implementation of project needs in terms of IT, offices, accommodation, transportation and the like.
