This position shall provide support primarily to the Senior Quantity Surveyor for delivery of Project(s)
Responsible for reviewing of bills of quantities, rate analysis, and other commercial activities for the Projects
Provide assistance to check and certify payments to contractors and consultants
Skills and Competencies
Minimum 10 years of post-graduate experience
Experience in major infrastructure Projects or programs. Preference will be given to Drainage Pipeline, Wastewater Treatment Plants and Pumping Stations, TSE Pipelines, Surface Ground Water Systems, Underground Services and Civil Structures related experience.
Contracts Management experience, including resolution of contractual matters
Experience of working with Design-Bid-Build and Design and Build Contracts in particular or a working knowledge of the same
Experience in contract formation and administration
Ability to manage and administer pre and / or post contract requirements
Experience in procurement management and tendering procedures
Management of medium sized multidisciplinary teams
Experience in Contract types including: FIDIC and Government forms
Main Responsibilities
Provide Quantity Surveying support related to the Project(s)
Assist the Senior Quantity Surveyor in all pre and post contract functions
Prepare / review Bills of Quantities in a timely manner
Provide assistance in verifying claims, payments, variations, addendum, extension of time contractual issues in accordance with Authority policies and guidelines for Projects
Liaise with the Contracts Department of Ashghal and other departments to resolve and close actions
Liaise with consultant/contractor quantity surveyors
Continually seek and capture lessons learned from the cost, financial, and procurement processes and use this intelligence to alter the process, tools and systems in order to improve the approach to delivering the Projects
Provide contract administration support for Project(s)
Provide cost reporting for Project(s)
Review and make recommendations on payments in a timely manner
Track all commercial actions to ensure completion in a timely manner
Attend project meetings as required
Prepare progress reports for Senior Quantity Surveyor as required
Qualifications & Criteria
Mandatory requirements
University degree from a recognised university in an appropriate field such as Quantity Surveying, Commercial Management, Construction Management or equivalent
Excellent communication skills in English, written and spoken
Drivers License
Desirable requirements
Professionally qualified in MRICS or equivalent is preferable
