Job
Description- 1. Establishing
and ensuring the implementation of Project Quality Management System documents.
- 2. Reports
directly to Project Manager & Project QAM in providing
direction to staff and external customers on the QA/QC program to be
implemented for the Project.
- 3.
Providing training of personnel to ensure awareness of quality procedures and
specific responsibilities in the QA/QC process, including the interface and
response to audits such as those conducted by QD/LREDC or their project
representatives.
- 4. Coordinating
quality issues between design, construction, and site management (where
applicable).
- 5. Conduct
collaborative interface between QD/LREDC, other Contractors and construction
teams.
- 6. Representing
the organization on quality issues at meetings with the other organizations and
the Construction staff. And responsible for coordinating Quality Management
Review on a stipulated basis.
- 7. Auditing
construction, design, and supervision of QA / QC activities of staff and other
organizations at scheduled intervals to assess compliance with Project
Requirements, Specifications and QMS Requirements.
- 8. Monitoring
examination of all submittals prior to delivery or submission.
- 9. Schedule
and perform quality audit program based on contractual requirement and reporting
quality statistics and analytics.
- 10. Reports
at the same level as the project manager and has appropriate authority to
obligate the company or stop the project when violations occur.
- 11. Identify,
recordsany problem as well as initiate,
recommend or provide solution/action to prevent the occurrence of any
non-conformity relating to the product, process and quality system. He/She
should also verify the implementation of solutions to any problem relating to
the product, process and quality system.
- 12. Control further processing,
delivery, or installation of non- conforming product until the non-conformities
identified have been corrected.
- 13. Assure the timely completion of corrective actions on deficiencies
found during audit and verify its effectiveness.
- 14. Participate in continuous improvement
programs related to the product, process, and quality system.
- 15. He/She
shall control the activities of its Sub-Contracting, Supplying and
Manufacturing Parties, and other Service/Product Providers in accordance with
this document and associated references at the various stages of the project
including the following:
- Engineering
and Design Quality Management
- Procurement
Quality Management
- Construction
and Installation Quality Management
- Commissioning
and Hand-over Quality Management

Other duties as required to facilitate the complete implementation of the
quality plan.
RequirementsRequired Qualifications:
- Education:
- Bachelor’s degree in Business Administration, Management Information Systems, Urban Planning, or a related field. A Master’s degree is a plus.
- Experience:
- 5-7 years of experience in business analysis, process mapping, or a related role, with at least 2-3 years in a managerial or leadership position.
- Demonstrated experience in establishing business analysis processes and frameworks, particularly in complex, large-scale projects.
- Experience in city operations, municipal services, or smart city projects is highly desirable.
- Skills:
- Strong leadership and team management skills, with a proven ability to develop and implement processes from the ground up.
- Excellent analytical and problem-solving abilities, with a strategic mindset and attention to detail.
- Exceptional communication and interpersonal skills, with the ability to engage and influence stakeholders at all levels.
- Proficiency in business process modeling tools and techniques (e.g., BPMN, flowcharts) and familiarity with Agile methodologies.
Preferred Qualifications:
- Experience with smart city technologies, IoT, digital transformation, or related fields.
- Knowledge of municipal operations, urban planning, or infrastructure management.
- Proficiency in project management tools and software, with a strong understanding of best practices in business analysis and process improvement.
