Reports To: HSE Manager
Job Summary: The Permit to Work (PTW) Holder is responsible for ensuring safe execution of tasks in compliance with Qatar Energy's safety procedures. This includes managing the PTW process, ensuring proper authorization and safety checks before any hazardous work is performed, and coordinating with all relevant personnel to guarantee compliance with safety standards. The role ensures that all safety protocols are adhered to during operational activities, mitigating risks associated with high-hazard tasks such as hot work, confined space entry, and electrical isolations.
Key Responsibilities:
- PTW Management:
- Administer and control the Permit to Work system as per Qatar Energy’s standards.
- Ensure all work requiring permits is properly documented, authorized, and complies with company safety policies.
- Verify that all necessary permits are in place before the commencement of any job.
Permit Authorization and Documentation:
- Prepare and issue work permits for hazardous activities, including but not limited to hot work, electrical work, confined space entry, excavation, and lifting operations.
- Review permit requests to ensure all required precautions and safety measures have been identified and implemented.
- Maintain proper records of all permits issued and ensure the permits are displayed at the worksite.
Coordination and Communication:
- Coordinate with the HSE department, operations teams, and contractors to ensure all work activities are properly scheduled and safely executed.
- Communicate with field supervisors and technicians to clarify permit requirements and ensure compliance with all safety conditions.
- Act as the focal point for all PTW-related communication between departments and external contractors.
Pre-Work Safety Checks:
- Ensure that all safety conditions are met, including isolation of energy sources, hazard assessments, and proper equipment preparation before the start of any work.
- Inspect the worksite for compliance with the permit requirements, ensuring that safety barriers, equipment, and PPE are in place.
- Confirm that all personnel involved in the task understand the risks, safety protocols, and responsibilities outlined in the permit.
Site Supervision and Monitoring:
- Regularly monitor and inspect worksites to ensure that all activities are being performed in compliance with the issued permit and Qatar Energy safety standards.
- Identify potential hazards during work activities and ensure corrective actions are taken immediately.
- Ensure that any changes to the scope of work or site conditions are communicated, and appropriate permit revisions are made.
Permit Closeout and Reporting:
- Ensure the safe completion of work and the proper closure of permits, verifying that all tasks have been performed in compliance with the PTW conditions.
- Conduct post-work inspections to ensure that the worksite is safe for resumption of normal operations.
- Prepare and submit daily PTW reports, including permit status, safety observations, and any incidents or non-compliances.
Compliance and Safety Standards:
- Ensure full adherence to Qatar Energy’s PTW policies, procedures, and health and safety guidelines.
- Conduct toolbox talks and safety briefings to reinforce the importance of following PTW processes.
- Report any violations or unsafe practices to the HSE department or operations supervisor immediately.
Training and Awareness:
- Assist in training workers and contractors on the PTW system, ensuring they understand the procedures and safety requirements.
- Participate in safety meetings, audits, and PTW reviews as needed.
Emergency Response and Incident Reporting:
- Be prepared to respond to any safety-related incidents or emergencies occurring during permit-controlled work.
- Ensure immediate reporting of any incidents, near misses, or unsafe conditions to relevant departments and management.
