Your Opportunity:
Stantec’s Management Consulting Group in the Middle East is looking for a highly experienced, results-oriented Lead Permitting Engineer to provide consulting advisory services to one of our major clients on Public Private Partnership (PPP) projects in the State of Qatar.
Your Key Responsibilities:
In this role, you will be responsible for supporting the Stantec Management Consulting Team in Qatar in providing consulting services to clients in the development and procurement of PPP projects in the State of Qatar. The candidate for this position will be working from our office, and this is a client-facing position.
Key responsibilities include (but are not limited to):
• Contribute to the technical requirements of a PPP Project and provide advice to the client
• Identifying permitting requirements for projects in line with local and/or national regulations and requirements such as environmental, safety, and construction/occupancy standards
• Lead the stakeholder coordination required to facilitate the permitting and regulatory requirements
• Review and provide advice to the Client on different design options for the provision of hospitals and medical facilities (inpatient and outpatient) to identify risks and potential mitigations for any issues related to permitting
• Study and research existing medical facilities in the State of Qatar, including applicable local laws and regulations governing such sites.
• Prepare reports and presentations and present to the Client, internal and external project stakeholders on the requirements and regulations for permitting
• Prepare presentations, technical briefs and present to external and internal stakeholders at all levels to report progress and accomplish the Client’s PPP program goals.
Qualifications
Key Experience Requirements:
To be considered for this role, the following are essential experience areas to be demonstrated by the job applicant:
1. Hospital and medical facilities PPP Project experience during pre-construction and procurement phase
2. Experience creating technical requirements for the development of hospitals and medical facilities (inpatient and outpatient)
3. Experience in acquiring all necessary permits and approvals from relevant authorities based on design requirements
4. Experience in working with and coordinating multiple stakeholders to identify and obtain required permits.
5. Experience working with PPP Projects in the Operational phase is considered a strong asset
6. Experience working with PPP Project Agreements and RFPs
7. Experience with advising clients during all stages of a PPP Project
8. Experience with hospital and medical facilities PPP projects during construction and operational phase is a strong asset for this role.
Qualifications:
• Strong analytical skills to assess and review designs in accordance with regulatory and zoning requirements.
• Working knowledge of local and/or regional [Qatar/GCC] planning, construction, safety, and environmental regulations
• Research-oriented individual with attention to detail.
• Strong problem-solving abilities and attention to detail are essential.
• Ability to work independently to firm deadlines and to manage multiple competing priorities.
• Enjoy working in a fast-paced, collaborative team environment.
• Time-management skills – ability to work under pressure with dynamic deadlines.
• Ability to work in a multi-cultural work environment and build effective relationships.
• Advanced PowerPoint skills to develop dynamic stories and present analyses are required.
• Well-developed written communication skills in the preparation of presentations, technical reports, correspondence, and proposals are mandatory.
• Excellent oral and written English skills.
• Exposure to and experience with Clients under client-facing roles.
Education And Experience:
• Bachelor’s or master’s degree in civil engineering, Environmental Science, Urban Planning, or a related field.
• Minimum of 10 years post-graduate work experience is required
• Certifications related to environmental management, urban planning, or regulatory compliance can be advantageous.
