Job Description

Mission and objectives

The UNOCT Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism was established for implementing key initiatives under the Inter-Parliamentary Union Programme (IPU-UN) on the Role of Parliaments in Addressing Terrorism and Violent Extremism Conducive to Terrorism. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and support to effective functioning of the Global Parliamentary Network and the coordination platform for regional parliamentary assemblies on countering terrorism and preventing violent extremism. The programme fosters a "whole-of-society" approach and is implemented by the United Nations Office of Counter-Terrorism, in partnership with the Inter-Parliamentary Union (IPU) and the United Nations Office on Drugs and Crime (UNODC) and in close cooperation with regional parliamentary organizations.

The UN General Assembly establishes the priorities of UNOCT through the resolutions of the biennial Review of the UN Global Counter-Terrorism Strategy. The Office works closely with UN Member States, UN entities, civil society, international and regional organizations, academia and other stakeholders strengthening existing and developing new partnerships to effectively prevent and counter terrorism.


This UNV assignment is within the Programme Office on Parliamentary Engagement in Preventing and Countering Terrorism in Special Projects and Innovation Branch of UNOCT. The Office is based in Doha, State of Qatar, and aims to strengthen the parliamentary contribution to international efforts against terrorism and violent extremism. It seeks to promote a whole-of-society approach to terrorism and addressing conditions conducive to terrorism and support parliamentarians in facilitating the implementation of international obligations and instruments related to terrorism, including the United Nations Global Counter-Terrorism Strategy and relevant resolutions of the United Nations General Assembly and Security Council. The office operates through the following three functions: conducting research, analysis and normative work in support of counter terrorism and prevention of violent extremism; providing technical assistance and provision of consultative services; and promoting and facilitating collaboration and cooperation among parliamentary assemblies, as well as national parliaments on countering terrorism and preventing violent extremism.


National UN Specialist Volunteers in Qatar are entitled to:


- Monthly Volunteer Living Allowance (VLA) in the amount of QAR 13,339

- Entry Lumpsum USD 400

- Annual and learning leaves;

- Free Medical and life insurance; and - Free access to different learning platforms.


Task description

Within the delegated authority and under the supervision of the Head of Office or his/her designated mandated representative(s), the UN Volunteer Programme Management Expert will:


• Provides programmatic and administrative support for the development, implementation and evaluation of the technical assistance and capacity building activities for parliamentarians; monitors and analyzes programme development and implementation; prepares and reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions.


• Assists in policy development, including the review and analysis of issues and trends, researches information gathered from diverse sources, and incorporates findings in the production of tools, publications, evaluations, surveys, and multimedia resources customized for the use of parliaments and parliamentary assemblies.

• Participates in survey initiatives; assists with design of publications, multimedia resources, and data collection tools, reviews,

analyzes and interprets responses, identifies issues and prepares preliminary conclusions;


• Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications; support the elaboration of action plans for stakeholders and reports for donors;


• Supports the development and implementation of technical assistance initiatives agreed with parliamentary assemblies and national parliaments; supports the development and implementation of the Parliamentary Working Group for Africa on Countering and Preventing Terrorism, the Global Women and the Youth Parliamentary Initiatives, the Coordination Mechanism of Parliamentary Assemblies, as well as national action plans and thematic initiatives, among others.


• Provides visibility of the programmes by producing information and communications products (press releases, feature articles, social media products, brochures, and promotional materials); includes proposing topics, undertakes research, determining appropriate medium and target audience, preparing production plans, and coordinating on the design, printing procedures and distribution; update the programme web page and other virtual tools, updating the webpage of the programme and maintain the Parliamentary Online Network up to date;


• Supports in outreach activities; support in conduct training workshops, roundtables, and seminars for parliamentarians; support the elaboration of presentations on assigned topics/activities;


• Support in outreach activities and consulting assignments for parliamentarians, as well as in the coordination of activities and processes for the organization and delivery of high-level events, technical missions, training workshops, capacity building, learning tools, and programmatic activities;


• Supports the Programme Office and provides support with the translation of documents, related to the Programme, including programme activities and correspondence;


• Perform other duties as required.


Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:


• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);

• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;

• Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities;

• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;

• Assist with the UNV Buddy Programme for newly arrived UN Volunteers;

• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
