Responsibilities:
• Promote and comply with NOC values and policies, relevant laws and regulations, agreed NOC priorities and objectives, NOC standards and procedures.
• Treat all information obtained during course of the work with confidentiality.
• Collaborate in transverse mode with the respective counterparts within each 4 EPC Package team.
• Join the Package team in the selection process of necessary external agency for expediters supporting the follow up of the packages and bulk materials from technical, schedule, quality, and logistics perspective ( as and when required).
• Formulate recommendations for the selection of the best vendors to each Package team. A Cost-plus approach has been retained on certain EPC packages as a strategy to avoid abnormal markups by Contractors, given the flexibility to NOC to choose the better vendor (based on surveys/rapports/pre-assessment).
• Evaluate the impact on budget and delivery of common equipment and packages across all Project Packages; formulate recommendations for the benefit of NOC.
• Enable EPC Contractors to benefit from early RFQ by NOC and handover the relevant information to selected EPC Contractor.
• Contribute to the expansion of the NOC AML through close coordination with C&P and E&C department in accordance with applicable NOC standards.
• Partner with Package Procurement Engineers, Engineering, QAQC and other relevant disciplines on Pre-qualification of new Vendors, on the definition of evaluation and selection criteria, and participate in Vendor’s audits if necessary.
• Assist with the definition and assessment of Long-Term Frame Agreements (Contractual and Technical) with critical packages vendors such as Solar, Siemens and others.
• Examine market conditions; develop reports for monthly review with Ruya and MP.
• Facilitate the identification of critical procurement activities in coordination with each Package; assist during technical evaluation; Verify manufacturer workload and areas of focus when EPC Contractors are issuing POs on critical items, defined by the critical path of the package.
• Enforce the expediting of Vendors (as necessary) on timely delivery of all Materials to meet the ROS dates and to attend expediting meetings as necessary and reporting.
• Promote a “no change policy” to meet budget and schedule constraint without impairing quality and safety of the EPC activities.
• Foster lean processes and suggest area of improvement and draft proposals to streamline the execution of Ruya B1 Project.
• Participate in Supplier quality meeting addressing the requirements of the Project; represent the N+1 when meetings are delegated.
• Resolve procurement challenges escalated by Project Packages on a timely manner.
• Participate in setting up of Supplier Relationship forums to provide necessary support to the EPC contractors who can benefit from a broader consolidated view.
• Learn from relevant lessons learned from previous projects and implement key learnings to enhance project works performance; report lesson learned on a regular basis.
• Support QAQC entity with manufacturer / vendor feedback activities.
• Compile inputs to Project / Package close out reports and lessons learnt.
• Enable GHG methods in supply chain / logistics perimeter of the project.
• Assist the N+1 with any given tasks in due course.
Required Skills:
• Qualification: Bachelor’s degree or equivalent in engineering, commerce
• Experience: At least 10 years’ experience in the offshore oil & gas project with minimum 3 years’ experience in leadership role,
• Experience within a project team: At least 6 years’ experience at senior level within large multinational taskforce team environment,
• Experience in offshore related projects.
• Available for technical missions worldwide,
• Familiar with NOC / Total General Specifications, MOQ standards and relevant codes and standards,
• Language: Fluent English,
• Computer literate,
• Strong leadership skills and good communication skills, capabilities to influence others with no hierarchical link,
• Ability to work on projects in a complex and multicultural environment,
• Good analytical skills,
• H2S OPITO and T-BOSIET trainings for offshore missions.
