Location: DOHA BIP QFZA W4, QatarThales people architect solutions at the heart of the defence-security continuum. Thales in Qatar is part of our Middle East business that has 1,800 people across Egypt, Iraq, Kuwait, KSA, Lebanon, Oman, Pakistan, Qatar and UAE. Our people are working on two major urban rail projects; the Doha Metro and Lusail Tramway and providing security and communications systems for Hamad International Airport and Doha Port as well as delivering world-class In-Flight entertainment and Connectiivity systems.

JOB OBJECTIVE :
We are seeking a highly skilled and experienced ITU Satellite Coordination and Link Budget Expert with specialization in Ka/Ku band frequencies to join our team. This role requires a deep understanding of satellite communications, regulatory compliance, and technical analysis. The ideal candidate will have extensive experience in a customer-facing environment, working with demanding clients in the defense sector. Additionally, the candidate will be responsible for training clients to achieve operational independence in satellite coordination and link budget analysis.
ROLES & RESPONSIBILITIES :
 


  •  Frequency Coordination:
  • Manage the coordination of satellite networks in accordance with ITU regulations.
  • Conduct detailed frequency coordination and filing processes with the ITU Radio communication Bureau.
  • Develop coordination strategies to minimize interference with existing satellite networks and terrestrial systems.
  • Interference Analysis and Mitigation:
  • Conduct detailed technical analyses to identify potential sources of interference from adjacent satellites (LEO,MEO,GEO) and terrestrial systems.
  • Conduct comprehensive interference analysis using specialized software tools (e.g., ITU BR IFIC, SRS databases).
  • Develop and implement mitigation strategies to prevent harmful interference.
  • Analyze orbital parameters and frequency plans to optimize spectrum usage.
  • Regulatory Compliance :
  • Ensure all satellite communications systems adhere to ITU Radio Regulations.
  • Maintain up-to-date knowledge of ITU-R recommendations and updates.
  • Proactively engage with adjacent satellite operators, and regulatory authorities. Ensure ongoing compliance with all ITU requirements and proactively update filings and coordination agreements as necessary to maintain the customer's spectrum rights, and orbital positions and operational capabilities.
  • Documentation and Reporting :
  • Generate detailed technical reports and regulatory filings in compliance with ITU requirements.  Compile and prepare all necessary documentation for ITU filings, including coordination requests, frequency assignment notices, and satellite network filings(including AP30/30A/30B)
  • Ensure accuracy and completeness to facilitate smooth processing and approval by the ITU Radio communication Bureau.
  • Technical Support:
  • Provide expert technical support during the design and implementation phases of satellite communication systems.
  • Conduct field measurements and tests to validate link budget predictions and system performance.
  • Link Budget Calculations:
  • Perform detailed link budget analysis for Ka/Ku band satellite communication systems, considering factors such as EIRP, G/T, antenna gain, polarization, and atmospheric attenuation.
  • Utilize advanced software tools for accurate link budget calculations.
  • Training and knowledge Transfer:
  • Develop and deliver training programs for clients to ensure they achieve operational independence in satellite coordination and link budget analysis.
  • Create training materials, including presentations, manuals, and hands-on exercises.
  • Prepare and deliver detailed presentations and workshops on satellite coordination and link budget analysis.

WORK EXPERIENCE REQUIREMENTS:


  • Minimum of 10 years of experience in satellite communications, with at least 5 years in ITU satellite coordination.
  • Proven expertise in link budget analysis for Ka/Ku band frequencies.
  • Prior experience managing and overseeing satellite coordination and link budget projects from inception to completion.
  • Experience working in a customer-facing role within the defense sector is highly desirable.
  • Demonstrated ability to manage complex projects and coordinate with international stakeholders.

QUALIFICATION & EDUCATIONAL REQUIREMENTS :


  • Bachelor’s degree in Electrical Engineering, Telecommunications, or a related field.
  • Advanced degree preferred.

PREFERRED SKILLS :


  • In depth knowledge of satellite communications systems system architecture, including satellite transponders, ground station equipment, modems, and network management systems particularly in the Ka/Ku band. Proficiency in ITU regulations and coordination processes.
  • Ability to interpret and apply ITU rules for coordinating frequencies to avoid interference, conducting compatibility analyses, and negotiating coordination agreements
  • Expertise in interference analysis and mitigation strategies.
  • Comprehensive understanding and expertise in link budget analysis for Ka/Ku band satellite communications, encompassing all relevant parameters such EIRP, G/T, FSPL, rain attenuation, and system availability.
  • Knowledge of modulation and coding schemes (e.g., QPSK, 8PSK, 16APSK, DVB) to maximize throughput and link robustness.
  • Familiar with UHF spectrum coordination and systems.
  • Good knowledge of several of the following satellite software :
  • Space Cap & ITU BR IFIC (International Frequency Information Circular)
  • Radio Regulations and Rules of Procedure Database (RRS) SRS (Space Radiocommunication Stations) Database
  • SatMaster (or equivalent link budget analysis tool)
  • Spectrum-E (or equivalent interference analysis tool)
  • STK (Systems Tool Kit)
  • GIMS (Graphical Interference Management System)
  • Languages:
  • English mandatory
  • Arabic and/or French may be helpful
  • Soft Skills:
  • Excellent communication and presentation skills.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Strong problem-solving abilities and attention to detail.
  • Proven ability to build and maintain strong client relationships.
  • Ability to develop and deliver effective training programs.
