1. JOB SCOPE:
Carry out engineering and modification for various process fire & gas systems, instruments and laboratory equipment with established schedules and procedures/instructions, including engineering and modifications of transmitters, switches, flow meters, test equipment or any other jobs associated with fire and gas systems as directed by the Instruments specialist
2. KEY ACCOUNTABILITIES:
SUPERVISION OF SUBORDINATES:
Organize and supervise the engineering activities and work of subordinates to ensure that all work of fire & gas is within a specific area of the activity is carried out in an efficient manner which is consistent with operating procedures and policy.
Provide on-the-job training and constructive feedback to subordinates to support their overall development.
BUDGETS AND PLANS:
Monitor the financial performance of a given area of activity versus budgets so that areas of unsatisfactory performance are identified and rectified promptly, and potential performance improvement opportunities are capitalized upon.
Ensure effective execution of modifications activities of the assigned unit in line with the engineering plans and approved budgets in accord with defined HSE and quality standards.
Identify material/equipment required for any Instruments and fire & gas systems and management activities according to maintenance schedule, work requisitions or notifications in urgent and emergency situations at all client locations and coordinate with all stakeholders for the timely availability of all requirements.
INSTRUMENTS & FIRE & GAS ENGINEERING EXPERTISE:
Provide Instruments and fire & gas support and enhancement services for the approved project portfolio, and act as technical expert for all matters related to Instruments and fire & gas obsolescence across plant. Ensure timely provision of efficient and reliable services to support successful project execution
POSITION TITLE:

Contribute to the preparation of the project approval file along with cost estimation and technical study report for Instruments, fire & gas.
Manage the preparation of feasibility and conceptual studies, detailed designs related to Instruments and fire & gas and provide expert technical advice and direction during the design work ensuring that all necessary data, information, and design office support is provided.
Provide initial review and approval of all completed designs and study reports prior to release to senior management, inclusive of cost estimates and scopes of work.
Liaise with other engineering or other divisional staff to answer queries, provide additional and/or back-up support as required.
Manage the evaluation of requests for all client facilities modification/enhancement involving Instruments and fire & gas related problems and provide appropriate solutions and/or acceptance or rejection of proposed changes.
Manage in-house Instruments and fire & gas team in the preparation of necessary system designs, analysis, project specifications, data sheets/material requisitions, and ensure correctness, completeness and compliance with industry and company standards and specifications. Where consultants are used for conceptual design, ensure correctness, completeness, quality, adherence to industry and company standards and timely completion of the work.
Provide initial validation and approval for all related Instruments and fire & gas technical documents and manage the fiscal aspects of the assigned portfolio of engineering contracts.
Monitoring of Process Instruments Performance data and assess Instruments performance by applying statistical tools.
Evaluation of SCS Performance & Modification of Sample conditioning systems according to process changes.
Participate in Commissioning, Troubleshooting of all fire & gas system.
Installation, Commissioning, Troubleshooting of process Gas, Liquid and CEMS Instruments & Gas Detectors (Flammable & Toxic).
Conduct Factory Acceptance test (FAT) and Site Acceptance Test (SAT) of instruments and fire & gas systems.

GUIDANCE AND REVIEW OF INSTRUMENTS AND FIRE & GAS OPERATIONS:
Provide Instruments and fire & gas systems support provide fire and gas system support, technical expert for all matters related to same across plant operations. Ensure timely provision of efficient and reliable services to support smooth and safe operations.
Together with the Automation principal Engineer, provide advice and assistance to Head of Engineering in determining strategic decisions with regards to Instruments and fire & gas systems, and identify opportunities and requirements for improvements/changes/upgrades to the related systems.
Prepare and manage life cycle management plan for Instruments and fire & gas systems to ensure that all such systems are maintainable for sustained and optimized plant operation. Ensure regular KPI monitoring and benchmarking of client Instruments and fire & gas systems/ equipment and performance for automation.
Monitor the quality and performance of Instruments and fire & gas systems against agreed KPls and ensure continuous improvement of services.
Liaise with various vendors to obtain suggestions/advise on plant improvements and system performance related to Instruments and fire & gas.
Participate in investigative studies aimed at improving current systems or solving related problems. This includes but is not limited to leading the analysis of users' requirements, evaluating current systems, and proposing or implementing systems modifications/new designs to enhance functionality or meet new requirements.
Review modifications, upgrades, enhancement, and any other recommendations proposed for improving performance and availability of systems and present them to the Operations department.
Evaluate the updated technology in the industry for equipment, efficient maintenance practices and related challenges with proven and cost-effective equipment and methods.
Prepare feasibility studies for new installations, replacement of existing Instruments and fire & gas equipment including technical evaluation, specifications, and materials for modifications together with process diagrams and cost estimates; prepare for follow up reports and evaluation on the modifications completed.

Lead and manage the work of assigned Instruments and fire & gas supervisors onsite, ensuring safe, efficient, economic execution of maintenance activities for optimizing maintenance resources and cost and propose outsourcing of jobs to contractors were deemed necessary in line with clinet requirements and resource optimization initiatives.
PROJECT EXECUTION AND MANAGEMENT:
Determine overall project engineering resourcing, identify risks, and prepare contingency plans for portfolio of instrument & control engineering projects to ensure that the goals are achievable within required schedules and budgets.
Lead the conducting of costing of materials, equipment, or labor to determine project feasibility.
Participate in the selection of vendors and ensure effective coordination with vendors for all aspects of project design to achieve successful completion of projects as per defined quality standards and guidelines.
Manage to collect, validate, and analyse information on engineering progress against plan to highlight key variances requiring cross-functional resolution and to maintain senior management confidence in project management and delivery.
Manage the Instruments and fire & gas within engineering team and contractors resources for successful implementation of the improvement projects from instrument & Control engineering aspects to achieve all contractual milestones aligned with quality measures as per overall baseline schedules and within allocated budget.
Lead the Instruments, fire &gas projects from the execution aspects during planned/unplanned turnarounds, monitor cost, quality and schedule, to ensure successful achievement of project objectives.
Guide and oversee the management of all assigned engineering projects through effective communication and liaison with all departments of Client, government bodies and external contractors.
Coach the Instruments, fire & gas teams on best practice application of project execution processes and ensure contractors adhere to defined Client quality and HSE standards and project guidelines.
CONTRACTOR SELECTION & MANAGEMENT:

Develop RFPs and RFQs relevant to Instruments, fire and gas engineering operations and participate in short listing contractors, consultants, etc. while monitoring all contractual activities related to the department to ensure cost effective and quality services are obtained for client from all contracts.
Lead/prepare tender documents for all Instruments and fire & gas engineering requirements within the engineering services department and participate in the technical evaluations/verifications of contractors/suppliers during the tendering process to facilitate effective selection of contractors/consultants to suit project requirements.
Recommend scope of work and specific conditions as necessary for all related initiatives, ensuring that those specific materials meet the required specifications and standards and are within authorized budget limits.
Ensure effective coordination and monitoring of contractor staff, endorse design work carried out by contractors and thereby facilitate timely completion of tasks as per required Quality/HSE standards.
CONTINUOUS IMPROVEMENT:
Lead the identification of opportunities for continuous improvement of systems, processes and practices considering global best practices, improvement of business processes, value engineering, cost reduction and productivity improvement.
SYSTEM ADMINISTRATION:
Monitor the effective administration of SAP processes within the assigned section (Instruments and fire & gas) and adherence to SAP guidelines in all related aspects of annual and monthly planning, scheduling, master data management to ensure system/data integrity in line with defined Client standards.
NETWORKING:
Represent Client externally with customers and stakeholders in all technical meetings to handle any escalated technical matters related to Instruments, fire & gas.

Provide inputs and implement departmental policies, systems, and procedure across the plant so that all relevant procedural/legislative requirements, fulfilled while delivering a quality, cost-effective service.

Supervise and co-ordinate according to relevant procedures activities during any emergency situations which may arise to facilitate optimum protection of client resources in line with defined HSE policies and procedures.

Ensure compliance to all relevant quality, health, safety and environmental management procedures and controls within a defined area of activity to guarantee employee safety, compliance, delivery of high-quality products/service and a responsible environmental attitude.
Collaborate with HSE and Quality on related issues such as process safety, maintaining and updating system documentation and continuous improvement systems, etc. to achieve and exceed target standards.
5. REPORTS:
Supervise and provide inputs in the preparation of timely and accurate departmental statements and reports to business coordination unit to meet operator 's and department requirements, policies, and standards.
Lead and guide the recording and reporting of work completion, job status and other required data to Management and Operations to facilitate strategic decision making.

6. CONTEXT, WORK ENVIRONMENT & DECISION-MAKING AUTHORITY:
Instruments and fire & gas Engineer shall be responsible to manage the project portfolio for all Instruments and fire & gas l engineering initiatives within all QAPCO projects guided by the Automation principal engineer and shall work according to established company policies and procedures, industry norms and best practices using own initiative in a variety of ways in line with the in-depth technical expertise, to answer technical queries/resolve problems within the defined policies and procedures.
Works independently most of the time and/or as part of an integrated project, investigation, and review and/or audit team.
Work is subject to review and managerial directions, however as a technical authority of the defined area of expertise the technical advice would be binding by all levels in most cases.
The jobholder exercises financial authority as per the level established by management.
7. QUALIFICATIONS, EXPERIENCE, & SKILLS:
Minimum Qualifications:
Bachelors Degree in Instrument Engineering.
Minimum Experience:
7 years of experience in a similar environment, with design/engineering, project management and contract management of Instruments and fire & gas system, with at least 5 years of growing team management responsibilities, within the petrochemical industry.
Job-Specific Skills (Generic / Technical):
In-depth Knowledge of Instruments and fire & gas systems and automation engineering.
